THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this notice is to conduct market research and obtain information from qualified Contractors who are able to meet the requirements identified in the accompanying Statement of Work. This is not a solicitation. A solicitation will be issued at a later date. This notice does not restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary. The Government will not pay for information requested nor will it compensate any Contractor for any cost incurred in developing information provided to the Government. The Bath VA Medical Center is currently seeking a vendor who can supply the Bath VAMC with a consistent supply of mid-grade 89 10% ethanol gas and clear diesel ULS 2D 15ppm for its fuel tank systems. The NAICS Code is 324110 Petroleum Refineries Interested Contractors are reminded that in accordance with FAR 4.12, prospective Contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Your response needs to address how you will meet the Government's requirements. A solicitation is not currently available. If a solicitation is issued it will be announced later, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought announcement are not considered adequate responses to any future solicitation announcements. STATEMENT OF WORK Purchase Requirement of Mid-Grade 89 10% Ethanol Gas and Clear Diesel ULS 2D 15ppm for the Bath VA Medical Center Fuel Tank Systems. Background. To ensure the seamless operation of its facilities and equipment, Bath VAMC requires a consistent supply of mid-grade 89 10% ethanol gas and clear diesel ULS 2D 15ppm for its fuel tank systems. Each tank system has a capacity of 2,000 gallons. These specific fuel types are chosen based on their compatibility with the facilities equipment and Generators, as well as their environmental considerations and regulatory compliance. It is requested that this requirement be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to ensure consistency, reliability, and compliance with regulatory and operational standards throughout the duration of the contract. Scope. The objective of this requirement is to procure and deliver mid-grade 89 10% ethanol gas and clear diesel ULS 2D 15ppm to Building 14 s Fuel Tank System at the Bath VA Medical Center to meet the facility fuel requirements. The contractor is required to follow all applicable federal, state, and local laws related to environmental health/safety standards, to include VA and agency policies concerning security. Deliverables and Delivery Schedule. A) The Contractor s services will be required on an on-call basis, as needed, and will occur during the normal business hours. Notifications will be administered in writing, or telephonically. Deliveries must be made on time as per the agreed-upon schedule to ensure continuous availability of fuel for Bath VAMC s operations. It is estimated that delivery will occur (4) four times in a 12-month period for each fuel type. Normal business hours are from 8:00 am 4:30 pm Eastern Standard Time, Monday through Friday. The following holidays are observed by the Federal Government (as well as any other day that is declared a national holiday per an executive order issued by the President): New Year s Day Juneteenth Veteran s Day Martin Luther King s Birthday Independence Day Thanksgiving Day President s Day Labor Day Christmas Day Memorial Day Columbus Day B) The Contractor shall ensure that all delivered fuel meets the specified quality standards listed. Mid-grade 89 10% ethanol Gas Ethanol Content: 10% Octane Rating: 89 Clear diesel ULS 2D 15ppm Ultra-low sulfur content: 15 parts per million (ppm) C) In the unforeseen event of a power outage, diesel fuel deliveries will also be required to be delivered to each generator located at the following buildings: (The contractor should have the capability to respond promptly to emergency fuel delivery requests to support the continuous operation of the facility s generators during power outages). Building 14 Building 20 Building 24 Building 31 Building 44 Building 76 Building 78 Building 104 Building 108 D) Upon requesting fuel deliveries, the Bath VAMC will provide the contractor with an estimated number of gallons needed for each delivery to ensure efficient and timely service. E) All procured fuel must comply with relevant federal, state, and local regulations governing fuel quality, including but not limited to: Environmental Protection Agency (EPA) standards. Department of Transportation (DOT) regulations. Occupational Safety and Health Administration (OSHA) guidelines. F) The fuel must be free from any contaminants or impurities that could adversely affect the performance of equipment or vehicles at the Bath VAMC. The contractor shall provide detailed documentation for each delivery, including delivery receipts, invoices, and a certificate of analysis certifying the quality and integrity of the procured fuel. G) The fuel must be delivered in appropriate containers or storage tanks designed for transportation and storage of petroleum. Handling procedures must adhere to industry best practices to prevent spillage, contamination, or other forms of product degradation during transit and delivery. Period of Performance. The period of performance for this requirement is as follows: Base Period: 11/1/2024 10/31/2025 Place of Performance. Deliveries shall be performed at the Bath VA Medical Center, located at 76 Veterans Avenue, Building 14 s fuel tank system, Bath, New York, 14810. Upon award of the contract, the Contracting Officer shall designate in writing, a Contracting Officer s Representative (COR) for each location and will provide a copy of the designation letter to the contractor. The COR will be authorized to place or modify orders. Estimate Delivery Quantities. The information below is based on what is known by the Government of the quantity of gallons of Mid-grade 89 10% ethanol and Clear Diesel ULS 2D 15ppm delivered to the Bath VAMC within a 12-month period. The gallons listed are not per delivery but are the total estimated amount over the course of the entire year. The Government makes no claim as to the accuracy of this information nor is this estimate a representation to an offeror or contractor that the estimated quantity will be used or that conditions affecting requirements will be stable or normal.
