� � � � � � � � � � � � � � � � �SOURCES SOUGHT/NOTICE OF PROPOSED CONTRACT ACTION This is NOT a solicitation. This is a Sources Sought/Notice of a Proposed Contract Action.� The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division, Air & Ground Contracting Branch (AFLCMC/HNCKA), Joint Base San Antonio, Lackland AFB, Texas 78243-7081, intends to award, on a sole source basis, a Firm-Fixed Price Contract for the�production/procurement of the KSV-270 Classified Data at Rest Single-Channel Inline Media Encryptor units developed by the Original Equipment Manufacturer (OEM), General Dynamics Mission Systems (GDMS), located at 8201 E. McDowell RD, Scottsdale, AZ, 85257-3812, Cage Code: 1VPW8.� The Government intends to solicit and negotiate with only one source in accordance with (IAW) 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. �The Government intends to make an award by December 2025.� No detailed technical data nor drawings are available from the Government. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contracting Officer, Quinella M. Purks, at quinella.purks.1@us.af.mil and the Contract Specialist, Janeyra Salgado at janeyra.salgado@us.af.mil within thirty (30) calendar days of this publication by 4:00 PM CST. Any interested source is invited to submit a written qualification package for review and approval by the National Security Agency (NSA) to perform these requirements. Such approval must be received prior to contract award. The written qualification package must include the following information: 1) contractor name and phone number, 2) a brief statement detailing capabilities to produce the required items, 3) a list of names and phone numbers of references to whom you have produced these items for and 4) type of business, and whether you are a large or small company, socio-economic classification, and whether your company is U.S. or foreign owned. All data received in response to this announcement marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender.� IAW DAFFARS 5352.201-9101: a)� An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes ( e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of 0MB Circular A-76 competition performance decisions). c)� If resolution cannot be made by the Contracting Officer, the interested party may contact the ombudsman, PAUL W. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. d)� The ombudsman has no authority to render a decision that binds the agency. e)� Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
