- THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This notice is a market research tool being utilized to determine interest and capability of potential sources prior to issuing a formal solicitation, as the solicitation is not available at this time. This IS NOT a Request for Offerors or Proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract, nor does it restrict the Government to a particular acquisition approach. Therefore, all potential offerors, both LARGE and SMALL business are encouraged to respond. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 513210 � Software Publishers with a small business size standard of $47,000,000.00. The Government will not reimburse contractors for any cost associated with responding to the request.� The General Services Administration (GSA), Public Building Service (PBS), Acquisition Management Division (AMD) is exploring the feasibility of developing an IT based platform/tool, tentatively called ""SpaceMatch,"" designed to facilitate connections between federal agencies with excess or underutilized office space and those seeking available shared office space in federally controlled buildings. This initiative aims to optimize the use of GSA�s real estate portfolio by enabling efficient space-sharing arrangements among federal agencies. Overall Objectives: The goal of SpaceMatch is to enable federal agencies to find ""roommates"" within the federal real estate portfolio. By doing so, agencies can share office space, amenities, and services within existing buildouts and assigned spaces. This initiative aims to increase building occupancy, optimize the use of GSA�s real estate portfolio, and reduce overall costs for participating agencies. GSA is seeking industry input and interest from capable sources for the potential development and implementation of the SpaceMatch platform/tool. This platform will be designed to: Matchmaking: Allow agencies to input details about available or needed space, including location, size, amenities, and other relevant criteria, and generate matches with other agencies. User-Friendly Interface: Provide an intuitive and easy-to-navigate interface that can be accessed by authorized federal personnel. Data Security: Ensure the security of all data entered into the system, in compliance with federal security requirements, including the ability to achieve FedRAMP approval. Integration of Search Algorithms: Develop, build, and test algorithms that will match customer agencies based on the defined criteria. These algorithms should be optimized for accuracy and efficiency in generating matches. System Integration: Potentially integrate with existing GSA systems and databases to streamline the process. Reporting: Generate reports and analytics on space usage, occupancy rates, and cost savings. Please Note: All employees under this contract shall comply with GSA and Department of Homeland Security (DHS) security policies and controls. Interested parties are requested to submit the following information: Company Information: Provide your company�s name, address, point of contact, and UEI code. Capabilities Statement: Describe your company�s ability to meet the objectives and scope outlined above. Include any relevant experience in developing similar platforms or tools, especially within the federal sector. Technical Approach: Provide an overview of your proposed technical approach for the development and implementation of the SpaceMatch platform, including the design and testing of the search algorithms. Estimated Timeline: Provide an estimated timeline for the development, testing, and deployment of the platform/tool. Cost Estimate: Provide a rough order of magnitude (ROM) cost estimate for the development and deployment of the platform/tool. Past Performance: Include examples of past performance on similar projects, especially within the federal sector. This Sources Sought notice is for informational purposes only and does not constitute a solicitation for bids, proposals, or quotes. The government will not reimburse any costs associated with the preparation of responses to this notice. Responses to this source sought shall provide information that indicates the contractor has the experience to perform all work described above. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought announcement. � �
