- Q&A 1 Since there are three factors for evaluation price, technical capability, and past performance what is the specific weighting or percentage assigned to each evaluation factor? All evaluation is rated the same. Can a provider specializing only in Wheelchair Transport submit a proposal for this service alone without offering Stretcher, BLS, ALS, or Critical Care Transport (CCT) services? This is one contract to provide all required services. If Wheelchair Transport services are acceptable as a standalone offering, would a Paratransit provider, as opposed to an EMT, meet the qualifications for fulfilling the VA s non-emergency wheelchair transport needs? This is not a standalone requirement. Would the VA be open to reconsidering Contract Consolidation/Bundling, as this may limit the number of providers able to offer specialized, cost-effective services, and ultimately reduce options and value for the VA? The VA is not considering Contract Consolidation/Bundling. Can you clarify the expected volume and frequency of transportation requests (both scheduled and unscheduled) throughout the contract term? The Schedule shows the estimated monthly number of transports for the 5 years of the contract (60 months). Is there a particular software system, such as VetRide, that the contractor is required to use for transportation request processing? Are there any training provisions offered by VA for this software? Vendors are required to utilize VetRide for all transportation request processing. Yes, upon award of this contract, training will be provided. What is the required process and timeline for submitting background checks and certifications for personnel? Will the VA provide resources for security and HIPAA compliance training? Documentation for personnel is required within 30 days of award. The VA will be provided the required Security and HIPAA compliance training. Is there flexibility in response times in cases of extreme weather or other unavoidable delays, and how will the VA evaluate contractor performance under such conditions? There may be flexibility. This will be a case-by-case basis. Please provide your plan as required in your Technical Evaluation requirement. Wheelchair Van Transportation (T2003) - First 20 miles and 30 min wait time What percentage of past wheelchair trips fall within the first 20 miles? All estimated trips are described in the schedule provided. How often has the wait time exceeded the included 30-minute period? All estimated information is described in the schedule provided. Were any trends noticed in trip scheduling (peak days/times)? Monday, Wednesday, Friday are peak days. Wheelchair Van Transportation Outside Contract Area (A0130) - First 20 miles How frequently have trips extended outside the contract area in the past? All estimated trips are described in the schedule provided. Are there typical destination points or distances for these out-of-area trips? Typical destination points include the VA facilities at Philadelphia, PA, Wilmington, DE, East Orange, NJ, and Lyons, NJ. Do trips outside the contract area require additional resources or time? Trips outside of the contract area may require additional time due to distance. Mileage for Wheelchair Transportation Starting at Mile 21 (A0380) What percentage of past trips exceeded the 20-mile threshold, triggering additional mileage charges? Please refer to the pricing schedule for historical data. What is the average distance beyond the first 20 miles in historical trips? Please refer to the pricing schedule for historical data. Are there specific geographic regions or areas where these longer trips typically occur? Longer trips may occur in Pennsylvania, Delaware, and New Jersey. Please refer to question 9C. Wait Time for Each 15-Minute Increment (A0380) - After First 30 min What percentage of trips have historically required additional wait times beyond the first 30 minutes? Please refer to the pricing schedule for historical data. What factors typically lead to extended wait times (delays at pickup/drop-off points, patient conditions, etc.)? Delays due to appointments going longer than anticipated may result in extended wait time. Have extended wait times affected any particular time periods or types of trips? No, wait time has not affected time periods or types of trips. Can you provide anticipated year-over-year growth or changes in the volume of trips over the contract period (2024-2029)? The volume of trips is expected to continue as shown in the historical data in the pricing schedule. Are there any anticipated changes in service area expansions or additional clinics being opened that could affect the number of trips or distances covered? There are no anticipated changes in expansions or additional clinics being opened. Will the service area remain consistent throughout the contract, or is there potential for expansion beyond the current counties or into neighboring states like Delaware or New Jersey? There is no anticipated changes or expansions. How will contract modifications be handled if there is an expansion of service areas or additional service requirements during the contract term? There is no anticipated changes or expansions. If there are additional service requirements, the vendor, Coatesville VAMC, and Contracting personnel will come together to discuss the possible service changes and possible price differences. What contingency plans are expected in the event of emergencies or sudden increases in demand (such as during natural disasters, pandemics, or other large-scale events)? The only pricing adjustment will be in relation to Wage Determination as described in the solicitation.
