Description
This is a Sources Sought Notice to identify design-build contractors capable of completing the planned Linac Power Distribution System Improvements under Subproject 1 of the Critical Utilities Infrastructure Revitalization (CUIR) Project. This is not a solicitation for proposal or quotations and no award will be made from this Notice. SLAC intends to issue a formal solicitation later based on responses from this Source Sought Notice.�� BACKGROUND� Many of SLAC�s utilities were installed in the 1960s as part of the original laboratory construction. These original utilities were not designed to support the experimental parameters needed for science research today and in the future. The purpose of the Critical Utilities Infrastructure Revitalization (CUIR) Project is to modernize utility infrastructure to provide reliable and sustainable operations, enabling SLAC National Accelerator Laboratory (SLAC) to remain mission-ready and enhance the impact of Department of Energy (DOE) scientific programs.� CUIR is a project directly funded by the DOE's Office of Science. The project is organized into three subprojects to efficiently execute utility improvements in alignment with lab priorities and operational downtime schedules.�� PLANNED SCOPE AND DESCRIPTION OF SERVICES� The Linac Power Distribution System Improvement project involves construction of roof-mounted cable trays and installation of medium voltage cables between Sectors 2 to 30 of the Klystron Gallery. Up to 8 feeder pathways in cable trays will be constructed, with each pathway ranging from 2,500 to 8,600 linear feet long. The planned scope will also include installation of cable boxes with provisions for connection to existing substations along the linac. The first 4 feeder pathways are identified as base scope and must be completed in order to support SLAC�s science mission.� The remaining 4 feeder pathways and associated final load connections will be awarded based on available funding and the proposed price from Offerors.�� SLAC has acquired approximately 34,000 linear feet of 12kV feeder cables as Government Furnished Property (GFP), which will be provided to the design-build contractor for installation to reduce risk associated with materials delivery delays and price fluctuations.�� Moreover, power outage and linac downtime windows have been identified and pre-negotiated for the construction of the Linac Power Distribution System Improvement scope.���� DRAFT REQUEST FOR PROPOSAL� The Linac Power Distribution System Improvement design-build scope has an estimated cost range of $10M to $20M.� An award fee plan will be included in this subcontract to incentivize the construction team to deliver outstanding design and construction services that improve safety, optimize cost, reduce stakeholder impacts, and adhere to planned power outage and downtime schedules.��� SLAC will use a two-step Best Value Trade Off selection method to identify the most qualified design-build subcontractor. The draft Request for Proposal and relevant references are provided to present the general scope and acquisition method for the project. The draft documents provided are subject to change and should not be construed as a solicitation.
