- The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS) Contracting Office (Code 400), hereby provides notice for a request for quote for N4523A25Q4011. The contract is expected to be awarded under FAR 15.101-2 lowest price technically acceptable source selection process. The North American Industry Classification System (NAICS) has been determined to be 326122 - Plastics Pipe and Pipe Fitting Manufacturing. This U.S. industry comprises establishments primarily engaged in converting plastics resins into plastics pipes and pipe fittings. With a business size standard of 750. The Product Service Code for this acquisition is 4730 Hose, Pipe, Tube, Lubrication, and Railing Fittings. These components are part of various complex and critical nuclear test equipment assemblies (Replacement Ball Kits, Support Rings, Connectors, Elbows, Unions, Tee Unions, Adapters, and Hose) produce leak-tight seals that will withstand high pressure, vibration, vacuum, and temperature changes. The critical interaction of precision parts is essential for reliability and safety, Swagelok connections are a reliable connection that will components made by different manufacturers can result in unpredictable performance, environmental releases, safety problems, and increased costs. The practice of intermixing different manufacturer fittings is unsound and can be dangerous in critical applications. These (Replacement Ball Kits, Support Rings, Port Connectors, Elbows, Tee Unions, Tee Reducing Unions, Adapters Male Tube, Adapters Female Tube, Hose, Connectors, Unions, and Adapters) are direct replacement parts for existing equipment that has been tested and found to be technically acceptable. See ODS attachments for a listing of brand name salient characteristics and other requirements. Offeror quotations must demonstrate meeting the salient physical, functional, or performance characteristic specified in this solicitation, otherwise it will be considered non-responsive. The technical specifications for this requirement are listed for Brand Name or Equal per FAR 52.211-6. The information identified provided is intended to be descriptive, not restrictive and to indicate the quality that will be satisfactory. The interested parties bear full responsibility to ensure their submission demonstrates to the government that they can provide the brand name or equal to supplies being requested. PSNS and IMF Contracting Office (Code 400) will NOT be responsible for any costs incurred by interested parties in responding to this request for quote. Only written responses will be considered. All responses from responsible sources will be fully considered. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed in the attached RFQ to Purchasing Agent, Patrick Scott by email at patrick.j.scott.civ@us.navy.mil and Contracting Officer, Edwin Baldoria edwin.m.baldoria.civ@us.navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements. Vendor shall complete the pricing structure, section of the request for quote in its entirety and return with any other documentation, attachments or data as required by this solicitation.
