Description
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) sole source award to Dynatest US, Inc. (Cage: 8KM71 / UEI: M5M2CFCSJNN6) for the purchase of one heavy weight deflectometer (HWD) and one light weight deflectometer (LWD). The ERDC-GSL Airfields and Pavements Branch (APB) needs to purchase one HWD and one LWD for structural pavement evaluations and field research demonstration and trainings in the United States Indo-Pacific region. The ERDC completes airfield pavement structural evaluation around the world and will require shipping the HWD to the project sites to complete the required testing. The trailer mounted equipment must be collapsible/foldable to allow for more efficient transported volume/cubage when shipping by various commercial vendors and military modes to help reduce shipping costs and timeframes. Equipment manufacturer must have an active U.S. office that can readily supply replacement parts and provide repair and calibration services as needed by the ERDC. ERDC-GSL has five Dynatest based FWD/HWDs and one LWD on hand for airfield evaluation and pavements research projects. The purchase of a Dynatest based unit is required to aid in repairs and maintenance completed by ERDC personnel. Purchasing a different brand of equipment will require additional training and experience since each brand is fairly customized equipment and different from competitive brands. Repairs and maintenance will be more difficult since typical service completed by in-house government personnel has only been completed on Dynatest based systems. Procurement of a different brand of HWD equipment hinders the ability of local personnel to maintain equipment. Use of non-Dynatest equipment also will not allow using interchangeable parts stocked by ERDC-GSL to repair the equipment when needed. An additional stockpile of parts will need to be purchased and maintained since parts between brands are not compatible. As a result, Dynatest US, Inc. is the only known vendor who provides the correct pavement loading characteristics and allows for duel powered equipment. The award will be issued in accordance with FAR 13.500. The applicable North American Industrial Classification System Code (NAICS) code is 334519, Other Measuring and Controlling Device Manufacturing, with a size standard of 600 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 1:00PM CST 27 November 2024.
