- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. This is a notice of intent to solicit and award a sole source contract under statutory authority 10 USC 3204(a), set forth in Federal Acquisition Regulation 8.405-6(a)(1)(B) � Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The National Nuclear Security Administration (NNSA) intends to award a sole source contract to Technomics, Inc (Technomics) located in Arlington, VA 22202. The anticipated period of performance will be for a six-month base period only. The Government is considering this six-month contract to provide time to award a competitive solicitation for a five-year award for this requirement in the midst of solicitation delays. The anticipated date of award for the five-year award is the second quarter of fiscal year 2025. Technomics will assist the NNSA with the execution of the Planning, Programming, Budgeting, and Evaluation (PPBE) process by developing guidance and policy documents; conducting cost, risk, and schedule analysis in support of planning, programming, and budgeting activities; conduct analysis of ongoing projects in support of execution activities. Technomics shall provide management of documentation, communication, and processes. Additional required experience includes continuous process improvement, requirements generation and validation, planning studies, Analysis of Alternatives, Business Case Analysis, enterprise data collection, data visualization using R Shiny, Tableau, and Power BI, analytical research and methodology development, and development and execution of cost estimating training. Additionally, Technomics must have experience which includes supporting the Phase X and Phase 6.X processes for weapon modernization programs including Life Extension Programs (LEPs), Alterations (Alts), and Modifications (Mods). This should include analysis of cost actuals, development of long-term/strategic planning estimates, and providing analytical support to Weapon Design Cost Report (WDCR), Baseline Cost Report (BCR), BCR Update, Independent Cost Estimate (ICE) reconciliation, and program execution activities. This notice of intent is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
