Description

NOTICE OF INTENT TO SOLE SOURCE IAW (in accordance with) VAAR 819.7008, The Department of Veterans Affairs, VA Bedford Healthcare System, Bedford, MA intends to award a firm-fixed, sole source contract for preventive and corrective maintenance outlined below on the Guldmann ceiling lifts currently installed at the Bedford facility to Premier Medical Distributors, LLC, the sole authorized SDVOSB (Service Disabled Veteran Owned Small Business) service provider for Guldmann, Inc. ceiling patient lifts. Response Due Date: November 22, 2024 by 1:00 pm (EST) General Information: Contractor shall provide all labor, equipment, materials, apparatus, tools, transportation, supervision, and disposal necessary to provide preventive and corrective maintenance services on all ceiling lifts at the Bedford VAMC. The services shall include emergency service, unlimited parts, preventative maintenance, factory authorized updates/modifications, technical support, and application support. The equipment is located at the Edith Nourse Rogers Memorial VA Hospital, 200 Springs Rd, Bedford, MA 01730. All work must be done with technicians certified by Guldmann and possess a valid SIC code (provided by the OEM. After performing annual preventative maintenance, the technician must be able to clear the Service Required alert on the devices All parts used must be OEM-original and brand new. All available software and firmware updates must be provided and applied to the equipment with the approval of Bedford HTM staff. The vendor must include training to VA Staff on how to remove lifts from the rails, add lifts to the rails, and perform basic troubleshooting tasks. Vendor must be able to provide spare lifts to use during downtime of equipment. Field service engineers shall hold a current relevant certification and have a minimum of two (2) years of relevant work experience. Resumes for on-site engineers shall be provided at time of proposal submission. If personnel change throughout the life of the contract, certification and resumes shall be provided for the new field service engineers. It is encouraged to provide customer feedback for similar work with proposal submission. Type of Contract: Firm-Fixed Price Service Contract. Contract Period of Performance: Base: 1/1/25-12/31/25 Option 1: 1/1/26 12/31/26 Option 2: 1/1/27 12/31/27 Option 3: 1/1/28 12/31/28 Option 4: 1/1/29 12/31/29 The proposed procurement is for services for which the Government intends to award to only one source under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 41 U.S.C. 3304(a)(1) and IAW VAAR 819.7008 Sole source awards to verified service-disabled veteran-owned small businesses. All responsible sources that feel they should be considered qualified to provide the above-mentioned services may submit a response to this notice (by the response due date shown above) to kim.mccarthy@va.gov. The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
