Description
This is a SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, and is being conducted under FAR Part 13; Simplified Acquisition Procedures. USPFO District of Columbia National Guard (purchasing and contracting office) will conduct the procurement to a combination of FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation/reference number is W50S6W25R0002. This combined synopsis/solicitation is issued as a request for offer. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-07. This requirement is unrestricted. The associated NAICS code is 711310 and PSC code is R799. The small business size standard is $40 million. The prospective awardee must have an active registration in www.sam.gov at the time of award. Vendors are encouraged to verify that their registration is active prior to submitting an offer. If the prospective awardee is not active in SAM data base at the time of award, the government will proceed to the next otherwise successful registered and active offeror. The District of Columbia National Guard (DC NG) is requesting an offer for PI60 Bed-Down Venue Services. The offer shall be based on the attached Performance Work Statement (PWS). The period of performance is 15 January 2025 � 23 January 2025. Due Date: 2 December 2024 @ 2:00 PM (EST) Type of Contract: Firm Fixed Price Offer Submission: The offeror must complete all information specified in FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (MAY 2024). An offer shall be clear, concise and include sufficient detail for effective evaluation. The offeror shall not simply rephrase or restate the Government�s requirements but shall provide convincing rational to address how the offeror intends to meet small business subcontracting plans are required from large prime contractors when a contract is expected to exceed $750,000 ($1.5 million for construction) and has subcontracting possibilities. FAR 19.704 lists the elements of the plan, which include the contractor's goals for subcontracting to small business concerns and a description of the efforts the contractor will make to ensure that small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns have an equitable opportunity to compete for subcontracts. The offeror shall submit the following plans/documents along with the Pricing Workbook (Attachment 4): Space/Floor Plan. Provide a space/floor plan as to how the 615 service members will be bedded down. The Government will procure and provide cots to servicemembers. Feeding Plan. Provide a feeding plan, with locations/areas, within the venue. Security Measures Layout. Provide layout of how the venue maximizes physical security, antiterrorism, and force protection measures for the service members. Staging Area Layout. Provide a layout of the staging areas to accommodate the parking, pick-up and dismounting of service members and operational/logistical support equipment, up to 200 military tactical vehicles and up to 100 commercial motor coach buses (capacity to transport 50 personnel) on a rotational basis. Hygiene Services Layout. Provide a layout as to how the multi-stall portable shower trailers (to include generators and space for re-filling/removing water), porta-pots, and dumpsters for the hygiene needs of the 615 service members utilizing the vendue will be accommodated. Security Plan. Provide a plan of the 24-hour security services/law enforcement presence for road closures around the venue, access to loading docks for shipping/receiving, and trash removal, and custodial services surrounding the venue. Subcontracting Plan. Provide a subcontracting plan. Small business subcontracting plans are required from large prime contractors when a contract is expected to exceed $750,000 ($1.5 million for construction) and has subcontracting possibilities. Failure to make a good faith effort to comply with the plan may result in the assessment of liquidated damages per FAR 52.219-16, Liquidated Damages�Subcontracting Plan. Pricing. The offeror shall provide pricing in Microsoft Excel format using solicitation Attachment 4, Pricing Workbook, which reflects pricing by CLIN. In accordance with FAR 13.106-3(a), in addition to the information requested above, the Government reserves the right to request additional or more detailed information to support its evaluation of price reasonableness. Period for acceptance of quotes. The quoter agrees to hold the prices in its quote firm for 90 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the solicitation. NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. National Guard Protest Procedures 7 October 2021 Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency�s Protest Decision Authority, but not both, in accordance with NG protest procedures. To be timely, the protests must be filed with the periods specified in FAR 33.103.
