Description
This is a combined synopsis/solicitation, which is expected to result in an award of a �Firm-Fixed Price� contract for a commercial item, i.e., Brand Name Acceptable smoke oil: a. Chevron U.S.A., Inc Canopus 13 04BH0, b. Shell Oil Company Aeroshell Smoke Oil 5W416, c. Copper State Petrol. CSP Aviation Smoke Oil 6TAZ7, d. W.S. Dodge Oil Company Smoke Oil C13 0XAK2, e. PetroBlend Corporation Pure White Smoke Oil 7G4W2, f. Petro-Canada Paraflex HT10 Fluids 0NVS1, g. Phillips 66 Company Los Angeles, CA, Aviation Smoke Oil, 883E7. The combined synopsis/solicitation is prepared in accordance with the procedures in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quote is being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the synopsis/solicitation; (2) that receives a rating of �Acceptable� on the Technical Capability evaluation factor; and (3) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable. 1. The solicitation number is F3GHDA4297AG01. This solicitation is issued as a Request for Quote (RFQ). 2. This requirement is solicited Brand Name: Total Small Business Set-aside under NAICS 324191 � Petroleum Lubricating Oil and Grease Manufacturing. 3. Below is the contract line item number (CLIN). CLIN 0001: 125 (QTY) - 55 gallon drums (Shipped to Truth or Consequences, NM) CLIN 0002: 125 (QTY) - 55 gallon drums (Shipped to Edwards, CA) CLIN 0003: 210 (QTY) - 55 gallon drums (Shipped to Nellis AFB, NV) THIS IS A BRAND NAME REQUEST: Acceptable smoke oil: a. Inspection and Acceptance: FOB Destination FAR 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services. (Sep 2023) REQUIREMENTS. In accordance with FAR 52.204-7 and Defense FAR Supplement (DFARS) 252.207-7004 Alt A, prospective vendors must be registered in the System for Award Management (SAM) database prior to contract award. Lack of SAM registration shall be a determining factor for contract award. Prospective vendors should visit the SAM website at http://www.sam.gov.com to register. All quotes shall include the following minimum information: Product Specifications, CAGE code, SAM Unique Entity ID, Payment Terms, Discount Terms, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule. It is the responsibility of the offeror to contact the government to confirm receipt of the quote prior to the offer due date and time. (End of Provision) QUESTIONS AND ANSWERS. All questions must be submitted via email to Gerrymar Villanueva at gerrymar.villanueva@us.af.mil. The deadline for submitting questions is Thursday, 14 November 2024, at 1200 PST. Questions submitted after the cut-off date will not be reviewed or answered. Answers will be provided by Monday, 18 November 2024, at 1600 PST. QUOTE DUE DATE. Quotes are due on Wednesday, 20 November 2024, at 1000 PST. Only electronic offers submitted via email will be considered for this requirement. FAR 52.212-2 Evaluation - Commercial Products and Commercial Services (Nov 2021) (a) The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation is the lowest-priced, technically acceptable (LPTA). This is an �all or none� requirement and will be awarded on one contract. Multiple contracts will not be issued. Vendors who do not quote the entire package requested will be considered non-responsive and their quote will not be evaluated. Technical Acceptable/Unacceptable Ratings--- Acceptable: Offeror has followed instructions in 52.212-1.
