- SOURCES SOUGHT SYNOPSIS: Solicitation Number: FA2396-25-R-B002 Notice Type: Source Sought Title: Repair 4 Stage Compressor - Ingersoll-Rand 5500 HP Six Stage Centac Centrifugal Air Compressor System (Model# 4C-150, Serial # M79-1657) Synopsis: 1. This is a Sources Sought Notice issued to determine the availability and technical capability of both large and small businesses (including HUBZone firms; 8(a) small businesses, Service-Disabled Veteran-Owned Small Businesses and Women-Owned Small Businesses) to provide the required products and/or services. 1.1 The anticipated North American Industry Classification System (NAICS) Code for this requirement is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with the corresponding size standard of $12.5 million. In addition to large and small businesses, this synopsis is encouraging responses from qualified and capable Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses, HUBZone Small Businesses, and 8(a) Small Disadvantaged Small Businesses; Small Business Teaming Arrangements are also encouraged. Please identify your company's business size to include socio-economic categories as appropriate and list the current contract vehicle(s) your services may be acquired through in your response. Additionally, indicate whether you desire to participate in this requirement as a prime contractor or subcontractor. This information will assist the Air Force acquisition team in establishing a basis for developing subcontracting considerations if necessary. IAW federal acquisition regulation, small business sources proposing in the role of prime contractor are required to self-perform a minimum of 15% of the awarded amount (not including material costs). Program Details: 2. This requirement is to provide management, labor, equipment, tools, materials, replacement equipment, parts and materials, technical services and other items necessary to perform inspection and repair the 4 stage compressor of the Ingersoll-Rand 5500 HP Six Stage Centac 1 Centrifugal Air Compressor System (Serial # M79-1657) located in Facility# 21604, Building# 18B on Wright Patterson Air Force Base (WPAFB) located in Dayton Ohio. The Air Force intention is to refurbish the 4 stage compressor and restore the machine to like new performance capability. See attached draft SOW. 2.1 This is effort requested in support of the Air Force Research Laboratory�s Aerospace Systems Directorate located at WPAFB. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. 2.2 The Government shall not reimburse the costs of preparing responses to this request for information. The AFRL Services Support Contracting Section (PZLEB) located at WPAFB in Dayton, Ohio, intends to issue a formal RFP in the December 2024/January 2025 timeframe for the acquisition of services required for this effort. The contract period of performance is estimated at between 6 and 12 months from issuance of a notice to proceed. 2.3 The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. The Government will use this information to determine the best acquisition strategy for this procurement. Interested sources shall include requested documentation/answers to the questions below in their response to this notice. (1) Company name, primary point of contact, e-mail address, telephone and fax numbers, business type, business size, and applicable NAICS Code. (2) Detailed description of how you intend to successfully perform this service to include the projected number of months it will take to successfully perform all work as detailed in the attached draft SOW. a. If the intent is self-performance of the repairs sources shall include specific qualifications and experience of the employees capable of performing them to indicate they are qualified and have the extensive experience needed to successfully perform. b. If intent is to subcontract the repairs sources shall include specific qualifications and experience of the subcontractor employees capable of performing them to indicate they are qualified and have the extensive experience needed to successfully perform. Further, if subcontracting the repairs sources shall inform how they will meet the minimum 15% self-performance requirement. (3) List of recent and relevant (similar size and scope compressor system repair efforts) DoD or commercial contracts (not to exceed five) to include: a. Contract number and a brief description of the effort. b. Company POC info (name, roll, phone#, email) of individuals assigned to perform under the effort. c. Customer agency and POC info (name, roll, phone#, email) of individuals assigned to oversee effort. 4. Interested sources are encouraged to submit RFI's relevant to improving the quality and clairification of the attached SOW in ways that promote submission of competititive proposals. 4.1 Responses may be submitted to Mrs. Christian Keith via email to christian.keith@us.af.mil with Cc to Mr. Jason McClean to jason.mcclean.6@us.af.mil in PDF or Microsoft Word Format.
