- The Bureau of Reclamation, Eastern Colorado Area Office (ECAO), is seeking sources for the completion of a Preventative (PM) and Corrective Maintenance (CM) program for two (2) passenger elevators located at Mt Elbert Pump Generating Plant, Twin Lakes, CO. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTE, OR AN INVITATION FOR BIDS and does not constitute any commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this notice. All interested sources must respond to future solicitation announcements separately from responses to the sources sought notice. The information obtained may be used for the future solicitation. BACKGROUND: The elevators are primarily used for Reclamation personnel to transport people, equipment and, on occasion, may be used by visitors. These are gearless traction type elevators. The original manufacturer is US Elevator. The elevators are approximately 30 years old, however, underwent major upgrade in 2003 to incorporate Motion Control Engineering Controls. - Elevator Travel Distance/Stops: 133 feet with 10 stops - Capacity/Speed: 5,000 pounds full load capacity/Travel 350 feet per minute PRINCIPAL COMPONENTS OF THE REQUIREMENT: Contractor shall provide quarterly elevator preventative maintenance services for both elevators. Services consist of, but are not limited to, full maintenance and repair services of the elevators. These include preventative and corrective maintenance or repair of all mechanical devices and lighting, fixtures, ballast, bulbs, lamps, tubes, intercoms, telephone devices, wiring, appurtenances mounted in or on the car, fans, air conditioning units, security systems, lenses switches, lens plates, push buttons, and doors. An annual load test on each elevator will be conducted as well as the required 5-year load test and inspection. All load tests and inspections will meet Facilities Instructions, Standards, and Techniques (FIST), Federal and Colorado state requirements. The Contractor is responsible for obtaining and submitting all necessary licenses and standard operating permits. Copies of all licensing and/or all other certifications will be provided to Reclamation within one (1) week after work is completed. The Contractor shall abide by all applicable codes, regulations, laws, and standards. All testing of elevator equipment shall be in accordance with annual periodic testing requirement as outlined in the American Nation Safety Code for Elevators and Escalators, ANSI A 17.1. If state, city, or local governing authority has adopted different requirements, Contractor shall test the elevators in accordance with those periodic testing requirements that are in effect at the time this delivery order is executed. The Contractor shall have adequate field engineering, technical information, or other consultation available in order to adequately perform any repair problems encountered with the elevators. SMALL BUSINESS CERTIFICATION WITH THE SMALL BUSINESS ADMINISTRATION (SBA): The Government is only interested in responses from small businesses that can execute the PM and CM requirements for the elevator systems. Please identify your federally designated small business category or categories. The North American Industry Classification System (NAICS) for this project is 238290, Small Business Standard Size $22.0M. All interested parties should verify that they fall under the NAICS code as a Small Business prior to submission. Responses to this notice will be used by the Government to make the appropriate acquisition decision. Contractor must be registered in System for Award Management (SAM.gov). The government will evaluate market information to ascertain potential market capacity. Based on the responses to this Sources Sought Notice/Market Research, this requirement may be set-aside for small businesses or procured through full and open competition. No feedback or evaluations will be provided to companies regarding their submission. SUBMISSION INSTRUCTIONS: All interested and qualified firms responding to this Sources Sought Notice are required to provide the following information: 1. Business Name, physical/mailing address, phone, point of contact, email and website if applicable; 2. Unique Entity Identifier (UEI), CAGE Code & DUNS Number; 3. Firm's Capability Statement: The Capability Statements shall be no more than 5-pages in length. Please address the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability; 4. A list of similar construction projects within the last five (5) years (at least three (3) descriptions) *Note: The list of relevant contracts/projects shall include the location, contract number, description, and estimated yearly value, and performance dates; 5. Any or all Small Business Classifications (Tell us if you are certified with the SBA under a socio-economic program such as, but, not limited to 8(a) Program, SDVOSB, VOSB, HUBZone, Small Disadvantaged, WOSB, ISBEE) 6. If significant subcontracting or teaming is anticipated to deliver technical capability, firms should address the administrative and management structure of such arrangements. 7. Responses should be titled as: MTE Elevator Maintenance Service SS Response � (Insert Company Name). Interested parties who consider themselves qualified to perform the above listed services are invited to submit a response to this Sources Sought Notice no later than 2:00 p.m. Mountain Time, Thursday, December 12, 2024.
