Description
Program Executive Office Integrated Warfare Systems (PEO IWS) is seeking potential sources with the capability to support the engineering and/or production of the USN's future AN/SPY radar Warhead Data Receiver Cabinets (WDRC) in support of the Ballistic Missile Defense (BMD) Kill Assessment System (KAS) 5.1 for Anti-Air Warfare (AAW) capability, AEGIS Combat System Support Equipment (ACSSE), and Electronic Equipment Fluid Cooler (EEFCs) to support FY 2026 through FY 2030 requirements. Note: Interested parties may only submit one response to this RFI regardless of whether its response expresses interest in one of the requirements or all of the requirements (WDRC, ACSSE, and EEFC) listed above. Interested sources may receive Controlled Unclassified Information (CUI) to support your RFI response within 30 days from receipt of the executed Terms of Use Agreement (TOUA). Additionally, NAVSEA anticipates holding an industry day for these requirements on 5 February 2025. Interested parties should identify whether they are interested in attending an industry day in its response to this RFI. The scope of this RFI includes: 1. Production of WDRC equipment, which consists of two (2) cabinets per ship, ancillary equipment, and spares. 2. Production of shipsets of ACSSE Equipment, consisting of Maintenance Assist Modules (MAMs) storage cabinets, and various pieces of equipment such as panels, switches, and cabling. 3. Production of EEFCs, where there are 50 and 100 Gallon Per Minute (GPM) variants, which consists of up to (4) water coolers per ship (depending on ship configuration). 4. Engineering support to update and maintain the Level 3 Technical Data Package (TDP) as defined in MIL-STD-31000B. 5. Maintaining an Engineering test facility, consisting of an Electromagnetic Interference (EMI) shielded , controlled, filtered electronic cooling system with capacity to cool multiple systems, and capability of handling classified and Communications Security (COMSEC) equipment and support to conduct WDRC system level testing. This is shipboard tactical equipment, which meets Navy Surface Ship Environmental Qualification Requirements (to include MIL-STD-901D shock, MIL-STD-167 vibration and MIL-STD-461 EMI) for installation aboard U.S. and Foreign Military Sales (FMS) ships. The Government anticipates a majority of the work to be performed at the contractor's site. Interested parties shall address the following in the RFI submission: Cover Page - Company Information Provide company name, address, Unique Entity Identifier, CAGE code, tax identification number, designated representative name(s) and point of contact, including phone numbers and e-mail addresses. Confirmation that your firm has up to SECRET safeguarding If your company has an approved Quality Management System (in accordance with NAVSEA Standard 009-04) 2. Experience and Performance Capability for production of WDRC, EEFC, and/or ACSSE Provide an overview of your company's experience and capabilities for producing complex tactical processing systems using a Government provided Level 3 TDP. The overview should describe current or past contracts providing: Systems engineering to design, develop, test, qualify, produce, deliver and support other related hardware using Government provided Level 3 TDPs. Spare Modules Miscellaneous hardware to include cabinet locks Managing all design and production aspects of a Radio Frequency (RF) and Digital Processing Cabinets EMI shielded Testing facilities with a controlled, filtered electronic cooling system with capacity to cool multiple systems to include Special Test Equipment (STE) design and integration experience. Summarize your experience supporting the following activities: Conducting formal design and test reviews Implementing and maintaining a Configuration Management (CM) program in accordance with NAVSEAINST 4130.12B. Managing obsolescence to include a Diminishing Manufacturing Sources and Material Shortages (DMSMS) plan and metrics. Implementing and maintaining a Reliability, Maintainability and Quality Assurance (RMQA) program. Planning and implementing a production program. Conducting Life Cycle Cost (LCC) analyses and updates. Providing Integrated Logistics Support (ILS) related technical data, technical publications and supply support analyses such as technical manuals, maintenance procedures/instructions and other training documentation, repair parts lists, tool lists, and provisioning documentation. Engineering Support to define and update TDP Describe the company's capabilities and experience in providing engineering support for developing and updating TDPs, with specific emphasis on current and future tactical processing in a complex weapon system. The contractor will periodically update/maintain the Level 3 (Production Level) WDRC, ACSSE, and/or EEFC TDPs, as defined in MIL-STD-31000B, to address production component obsolescence. The Navy is interested in the company's analytical and documentation process for TDPs. Production Capacity Interested parties shall provide evidence of its ability to produce quantities at the required rate and provide a plan for producing the maximum quantities. A throughput capacity of up to six (6) WDRC shipsets, up to six (6) shipsets of ACSSE equipment, and/or six (6) EEFC shipsets per year is anticipated. The EEFCs System require delivery dates are twenty-four (24) months after award including all factory level system testing, the ACSSE required delivery dates are twelve (12) months after award and the WDRC System's required delivery dates are twenty-two (22) months after award. Barriers to Competition Please identify any obstacles to competition to include whether these requirements should be procured under one contract. If delivery schedule is an issue, please advise any GFP or what delivery schedule your firm could deliver to. In addition, the company should recommend solutions or mitigation paths for the Navy to overcome the obstacles. Firms are encouraged to discuss any potential financial/internal concerns it would have that could be a potential barrier to entry. Responses to this Request for Information notice shall be UNCLASSIFIED and shall not exceed twenty (20) pages in length, Responses shall be composed using Times New Roman, 10-pt font, one (1) inch margins, and submitted in Microsoft Word 2010 or searchable Adobe Portable Document Format (PDF). Each submission shall be electronic (virus-scanned) and submitted via email to the Government Points of Contact listed below. This RFI is issued for informational and planning purposes only and is not to be construed as a commitment by the Government to issue a solicitation or to award a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. As such, the Government will not reimburse any costs associated with responding to this notice. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to meet the requirement. Any information submitted by respondents is strictly voluntary. Respondents should properly mark their responses with the appropriate restrictive markings. Information that is proprietary or competition-sensitive may be protected from disclosure under the Public Records Law only if properly labeled as such. The Government may choose not to respond to specific questions or comments submitted in response to this RFI notice or information provided as a result of this RFI. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in the development of an acquisition strategy and future solicitation. If a solicitation is issued, it will be announced separately on sam.gov and all interested parties must respond to that solicitation separately from the response to this RFI. Submission of a response to this notice does not constitute a request to be added to a bidders list or to receive a copy of a solicitation.
