Description
PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region, Four Corners Construction Office (FCCO), is issuing this pre-solicitation notice for a contemplated requirement: Navajo-Gallup Water Supply Project Utilities Potholing: Reaches 21 Utility Potholing. This requirement is being procured in accordance with Part 13 of the Federal Acquisition Regulations as a total small business set-aside. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. Based on market research, it was determined that there were sufficient qualified small businesses with sufficient capacity to perform this requirement. REQUIREMENT DESCRIPTION: The principal components of the work are listed under the requirement description below: The Navajo-Gallup Water Supply Project (NGWSP) design consists of two Reclamation design and construction branches (San Juan Lateral and Cutter Lateral) that are each divided into sections of unequal length called �Reaches�: � The project�s western branch, the San Juan Lateral (SJL), begins approximately in Waterflow, NM at the PNM (Public Service Company of New Mexico) Reservoir, heads south to the N36 highway, then west/slightly southwest to the SJL Water Treatment Plant (WTP) at Lat: N36� 42' 08"" Long: W108� 36' 06"", then southwest until the pipeline will roughly parallel US Highway 491 south to Yah-ta-hey, NM. � The project�s eastern branch, the Cutter Lateral, begins at Cutter Reservoir east of Blanco, NM and will roughly parallel San Juan County Road 7007 to existing tanks at Huerfano Mesa, NM near US Highway 550. Potholing of existing underground utilities for one (1) Reach on the Cutter Lateral is required under this requirement to allow for collection of survey data for design purposes: 1. Reach 21 Regulating Tank 3 is located at Lat: N36� 24' 25.5"" Long: W107� 50' 18.8� and will be the location near the potholing needs. Utilities at the Reach 21 Regulating Tank 3 area are included in this requirement. LOCATION OF THE WORK: See Requirement Description above. NAICS AND SIZE STANDARD: The NAICS code for this project is 238910 with a small business size standard of $19.0 Million. PSC CODE: Z2NZ, Repair or Alteration of Other Utilities. COMPETITION: Solicitation 140R4025Q0014 is anticipated to be conducted as a total small business set-aside using a Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR) Part 13. SOLICITATION RELEASE DATE: All responsible sources may submit a quotation which shall be considered by the agency. A free, electronic copy of the solicitation is anticipated to be available on APPROXIMATELY December 9, 2024, at https://www.sam.gov/. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM to be considered for a government contract award. It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, bids, or quotes. No award will be made because of this Notice. The Government will NOT be responsible for any costs incurred by interested parties in responding to this Notice. This notice is strictly for compliance with FAR Subpart 5.2. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
