Description
The Columbia VA Healthcare System located at 6439 Garners Ferry Road in Columbia, SC 29209 intends to contract directly with the University of Florida, Division of Sponsored Programs, for Research Services which require the project services of Co-Investigator and Molecular Cardiology and Myology Laboratory to fulfill the Experiment 2 aim plan as designed and approved by Office of Research and Development for awarded study, Macrophage targeted microparticles for the regeneration of atrophied muscle. Project laboratory will provide personnel, scientific equipment, procure supplies, laboratory animals (to include per diem for feeding/housing) to meet the need of the design specific project goal; contractor shall provide clean housing in an environment consistent with AAALAC, NIH and USDA standard as we would be appropriate to have such research animals in a ready usable condition 24 hours per day. The contract shall include a base year and four additional option years, for a total of five (5) years. The contract is expected to be awarded under FAR Part 13. The NAICS code utilized for this procurement is 621511 with a Small Business Size Standard of $36.5 Million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source ""University of Florida Project AIM: Experiment 2 in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contracting Officer, Joseph Locke by email at joseph.locke@VA.Gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. ALL responses MUST be received no later than December 27, 2024, at 10AM EST. Forward responses by e-mail to Contracting Officer, Joseph Locke. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
