- This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis with 10X Genomics, Inc. for a warranty for instruments. The Research Technologies Branch Genomics Research Section (GRS) within the National Institute of Allergy and Infectious Diseases (NIAID) located at RML and Bethesda enables intramural NIAID investigators to utilize single cell sequencing technology and spatial transcriptomics in their research programs. The GRS regularly performs state of the art research for clinicians and researchers within the DIR towards the NIAID goal of the discovery of new diagnostics, therapeutics, and vaccines against human disease. A large part of this research makes use of 10x Genomics, Inc. single cell and spatial technologies. 10x Genomics� Chromium X single cell systems are in use daily. The 10x Genomics Chromium X performs single cell analysis such as 3� and 5� RNA-Seq, CITE-Seq, ATAC-Seq, and immune profiling. In addition, the Chromium X will perform single cell analysis using fixed cells, which is required by DIR investigators for working with samples that may contain infectious agents. The 10x Genomics CytAssist is used to facilitate whole transcriptome spatial profiling studies by transferring transcriptomic probes from tissues sections to Visium spatial gene expression slides. The CytAssist simplifies the spatial profiling Visium workflow. If these were put out of action due to a lack of maintenance or mechanical failure, the investigators� ability to conduct their research would be severely handicapped. 10x Genomics only offers these instruments, and its service engineers are trained to repair the instruments. The purchase of this maintenance agreement will allow for the continuous use of the 10x Genomics technologies for DIR researchers. Capabilities statements must address the capability of providing a priority response equal to a direct contract/service agreement with the manufacturer. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capabilities statement that will be considered. The documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov, (subject line to reference NOI-NIAID-25-2247788 by 12:00 pm eastern standard time December 30, 2024. All vendors must register in the eSASS system to submit a capabilities statement. Instructions on how to register / submit quotes are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit a capabilities statement that will be considered by this Agency.
