Description
REQUEST FOR INFORMATION. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS NOTICE REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR PROPOSALS, WHEN ISSUED. This notice is to determine the availability of potential small business sources capable of providing Psychological Health and Readiness services in support of the Naval Health Research Center (NHRC) in San Diego, CA. A Cost Plus Fixed Fee (CPFF) non-personal services Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated that will consist of a 5-year ordering period anticipated to begin in September 2025. It is anticipated that this requirement, if solicited, will be under NAICS code 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)), with a size standard of 1,000 employees, and Product/Service Code (PSC) AN42 (Health R and D Services; Health Care - Other; Applied Research). It is requested that only interested parties that qualify as small businesses under the NAICS 541715 respond to this posting via email to helen.m.tyson.civ@us.navy.mil no later than 01:00 PM ET Tuesday, 07 January 2025. Responses are not to exceed three (3) typewritten pages in a searchable PDF file, 8.5 X 11 paper with a minimum 12 point font size. The page limit is inclusive of the cover sheet. Standard brochures and/or paraphrasing of this Notice will not be considered sufficient to demonstrate the capabilities of an interested party. Please direct any questions concerning this Notice to Helen Tyson at helen.m.tyson.civ@us.navy.mil Responses from interested parties shall include the following information: Cover Sheet that includes: - Company name and address - DUNS number and Cage Code - Point of contact with corresponding phone number and e-mail address - Small Business Designation(s), if any Capabilities Statement that: - Includes a brief description of the capability and resources should accompany the references and address technical competencies and organizational experience relative to the key task areas. - With respect to PWS Sections 3.1-3.3 Administrative tasks, Research support, and Data collection, processing, and analysis: Describe corporate experience within the last 3 years assisting and supporting all facets of research for new and existing behavioral and epidemiological investigations, to include funding acquisition, study design and development, regulatory approvals, study execution, recruitment, process implementation, data analysis, and dissemination of results. - With respect to PWS Section 3.4 support for projects examining concerns related to the mental health of service members and their families, including symptoms of depression, posttraumatic stress disorder, anxiety, adjustment disorder, and other psychological health conditions: Describe corporate experience within the last 3 years assisting and supporting all facets of research focused on the prevention and treatment of mental or behavioral health problems in the military, to include funding acquisition, study design and development, regulatory approvals, study execution, recruitment, process implementation, data analysis, and dissemination of results. - With respect to PWS Section 3.5 provide research for multiple projects examining the physical and cognitive health and readiness of service members: Describe corporate experience within the last 3 years assisting and supporting all facets of research promoting health, readiness, and resilience in service members, to consist of funding acquisition, study design and development, regulatory approvals, study execution, recruitment, process implementation, data analysis, and dissemination of results. - Demonstrate requisite skills, resources, and capabilities necessary to perform ALL of the requirements of the draft PWS. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience and/or capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). Standard brochures and/or paraphrasing of this notice will not be considered sufficient to demonstrate the capabilities of an interested party. - If providing past performance information, contracts/efforts must be within the past three (3) years and the discussion must include the applicable contract or task order number and contract vehicle, clearly state if the responder was a prime or subcontractor under the effort, final contract price, dates of performance, and project location with a brief description of the effort and a detailed explanation demonstrating the relevance of the contract(s) or effort(s) to the requirements in the PWS. A customer point of contact with corresponding telephone number and e-mail address should also be included. - Any eventual solicitation will include language requiring documentation demonstrating the interested partys accounting system was reviewed and deemed adequate by DCAA in order to manage cost-type contracts that will permit timely development of all necessary cost data in the form required by a cost-type contract. This documentation will be required at the time of solicitation. The Navy has not made a commitment to procure any of the items discussed, and release of this notice should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. This is not a notice of solicitation issue. This RFI does not constitute a RFQ, nor does this issuance restrict the Government acquisition approach. All submissions are required to be submitted via e-mail to helen.m.tyson.civ@us.navy.mil no later than 1:00PM (local time/Philadelphia, PA) on 07 January 2025. No facsimile responses will be accepted. The Government will neither award a contract solely on the basis of this RFI nor will it reimburse for any costs associated with preparing or submitting a response to this notice. Not responding to this notice does not preclude participation in any future RFP/RFQ, if any is issued. If a solicitation is released, it will be released on NECO (https://www.neco.navy.mil) and SAM (https://www.sam.gov). It is the responsibility of the potential offerors/quoters to monitor the site for additional information pertaining to this requirement.
