Revised versions to previous questions/discussion topics submissions are also welcome. We know this isn't much time to prepare, so we will do our best to answer questions not submitted prior to the one-on-ones during the sessions, follow-up with a written response or entertain follow-on virtual discussions by request. Note: This update is applicable only to those companies that submitted their one-on-one participant list prior to the deadline of October 18, 2024. The schedule is full and no additional and/or late submissions will be accepted. 11 October 2024 Amended The schedule for the MIOES Virtual Industry Brief (Microsoft Teams) scheduled for October 15, 2024 is provided in the attachment titled MIOES Virtual Industry Brief Schedule. 27 September 2024 Amended Update: 1. There will be no more MIOES Monthly Exhange with Industry meetings and the series has been canceled in Microsoft Teams. 2. The Virtual Industry Briefings (Microsoft Teams) scheduled for October 15, 2024 will provide a comprehensive and up to date review of the topics that have been covered each month. Please see the revised attachment titled MIOES Industry Day Overview and Instructions, dated September 27, 2024 for updated information and a link to join the meeting. 3. A new Microsoft Excel version of the MDIOC Tour Request Form, dated September 27, 2024 has also been posted for use. Please submit IAW the MIOES Industry Day Overview and Instructions, dated September 27, 2024. 4. The next draft RFP release date has moved from: September 30, 2024 to: on or around October 18, 2024. 4 September 2024 Amended Please see the following information and clarifications. The Government is still reviewing the questions from DRFP increment 2 and plans on releasing the Q&As along with the consolidated DRFP in the late Sep/ early Oct timeframe. In the August 2, 2024 DRFP Increment 2 release, the Government included a ""Note to Offeror"" beginning on line 631, page 17 of MIOES Section L DRFP Inc2 Rev1. The ""Note"" stated the following: ""The Government is willing to perform an initial review and assessment of a potential Offeror�s Organizational Conflict of Interest (OCI) disclosure, in accordance with Section L, Volume 2, General Information, paragraph G, in advance of the release of the final Request for Proposal (RFP). Each Offeror shall submit, for itself, partners, and subcontractors, an OCI Analysis Disclosure Form, as provided in attachment L-3. A final OCI Management Plan will still be required for the final RFP submission. All documentation shall be sent to the following email address: mdamioes@mda.mil"" The Government would like to make the following clarifying statements: 1. Reviewing for potential OCIs under FAR 9.5 (OCI Disclosures in accordance with Section L, Volume 2, General Information, paragraph G) and the OCI Management Plan evaluation factor (Section L, Volume 8 - OCI Management Plan) are two separate steps. The initial review is of OCI Disclosures only. 2. Offerors are still required to submit OCI Disclosure Forms with their proposal regardless of whether they requested an initial review or not. This pre-read does not replace OCI analysis required of the proposed awardee prior to award. 3. The initial review is not a requirement. Any discussion/feedback provided by the Government is non-binding and offered for informational/planning purposes only. A formal written response will not be provided. 4. A final OCI determination will be made once a proposed awardee is identified and will be part of the responsibility determination. 5. The last day to submit is November 1, 2024. ------------------------------------------------------------------ The Small Business goals for MIOES are as follows and will be included in the RFP. Changing the name of the requirement from: MDA Integration & Operations for Enterprise Solutions (MIOES) to: MDA IT Operations & Engineering Solutions (MIOES). 2. Posting May and June MIOES Monthly Exchanges with Industry slides tiltled ""MIOES Industry Monthly Chargeback Showback - May"" and ""MIOES Industry Monthly CSSP - June"" 9 April 2024 Amended Posting current IRES PWSs (not MIOES) and slides from the February and April MIOES Monthly Exchanges with Industry meetings (No slides were presented at the March meeting). The scope from the following IRES task orders will be included in the MIOES contract and it is expected that at approximately 80% of the scope will be similar under MIOES: 1500, 3100, 4100, 5900, 7300, 8004, 8600, 8900. The scope for task order 8002, under the MIOES contract, will only include scope for the MDIOC Systems Engineering and Integration requirements. All internal Program Integration currently identified under the IRES contract will continue to be a separate MIOES task order or become part of each individual task order under the MIOES contract. The basic scope for IRES task orders 8003 and 8700 will be similar. However, the requirements will be split into multiple task orders and the objectives and outcomes will look different. It is also expected that all common core IT requirements currently under IRES task order 8003 will transition to DISA over the life of the MIOES contract. It is expected the common core requirements will be identified in a MIOES task order when the contract begins but will transition incrementally over a period of time. This is a DoD mandate. MDA is currently in the planning phases of the migration with DISA. Note: The above information is subject to change. 1 November 2023 Amended OCI Guidance Attached with this amendment 6 September 2023 Amended Monthly exchanges with industry On the first Wednesday of every month the MIOES acquisition team will meet with industry for roughly one hour to discuss updates on the acquisition. Some of these meetings will include technical SMEs to discuss some of the technical requirements of the program. In order to receive a link to attend these meetings, please email mdamioes@mda.mil 5 April 2023 Amended Updated the list of industry POCs Added IRES Attachment J-01, Enclosure 1, HLO Capabilities. Industry said the embedded file at the end of J-01 could not be opened. Please remember, the High Level Objectives (HLO) were specifically organized for IRES and may not be indicative of how MIOES will be organized. 3 January 2023 Amended Amended to update the list of industry POCs for additions 10 November 2022 Amended Amended to update the list of industry POCs for errors and omissions. The Government is posting a listing of the companies and POCs from our recent market research industry day. We hope this helps companies interact and develop working relationships as we engage in the acquisition strategy. Additionally, a common theme during our discussions with industry was to provide as much information early in the process. With that in mind, we are providing the conformed solicitation from the current IRES contract. This was previously available on SAM.gov under solicitation H95001-15-R-0001 in 2016 but the documents were controlled. This release will include the full conformed (amendment 8) solicitation with the exception of the bidders library and property list, both are severely outdated. If you are seeking additional documents from the original solicitation or any of the 7 amendments, please contact mdamioes@mda.mil. Obviously, the IRES solicitation was posted after MDA developed an acquisition strategy and the documents reflect that strategy. MDA has not determined an acquisition strategy for the MIOES effort and we are diligently reviewing all of the submitted capability statements. The scope of MIOES may be similar, but not identical to the IRES scope. Please do not infer the release of the IRES solicitation is indicative of the Government's intended acquisition strategy nor exact scope.
