20 Dec 2024 Update: Closing date extended to 21 Jan 2025 W519TC-24-R-ROMM - Radford Army Ammunition Plant (RFAAP) Operation, Maintenance, and Modernization Request for Information � Strategies for Contracting and Facility Operations The U.S Army Contracting Command � Rock Island (ACC-RI), in support of the U.S. Army Joint Munitions Command (JMC) located at Rock Island Arsenal, IL and the Project Lead for Joint Services (PL JS) located at Picatinny Arsenal, NJ, are currently evaluating various contract strategy options for the Radford Army Ammunition Plant (RFAAP) Performance Work Statements (PWS) for facility maintenance and operations. This evaluation includes, but is not limited to, the following areas: Environmental Management Fire Protection and Emergency Services Government Property in Possession of Contractor Occupational Health and Safety Installation Security and Antiterrorism Measures Facility Maintenance General Facility Maintenance Production Line Maintenance Safety Operations Management Energy and Utility Service Management Purchased Natural Gas and Electricity Facility Operations and Production Reporting Cybersecurity Program Management The U.S. Government (USG) seeks strategies to ensure the long-term viability and affordability of both propellant and overall capability retention while meeting the procurement objectives. In particular, the focus is on identifying methods to mitigate the risk under fluctuating DoD demand scenarios, incentivize operational efficiencies, and enable the pursuit of non-DoD workloads. The USG is interested in receiving information and proposed strategies that address the following objectives: 1. Risk Mitigation under Fluctuating DoD Demand: Strategies should address how to recover costs specific to the PWS under varying DoD demand scenarios. Strategies should aim to minimize financial risk to the contractor while maintaining operational readiness and efficiency. 2. Maximizing Efficiencies: Strategies should outline methods to incentivize the contractor to maximize operational efficiencies across the facility, including the production line, maintenance, and energy management. 3. Non-DoD Workload Expansion: The USG encourages strategies that demonstrate how contractors can diversify their workload to include non-DoD customers and projects, thus creating additional revenue streams while maintaining core operational capabilities. 4. Direct Funding Operations for PWS Scopes: The USG is considering the direct funding of certain PWS scopes, which would be priced separately and would not be tied to production orders. Strategies should address how such funding options might impact overall operations, cost structures, and effectives. 5. Variable Pricing Features Based on Production Volumes: Strategies should explore the potential for variable pricing based on plant-wide production volumes. This may be implemented in conjunction with or in lieu of direct funding for PWS scopes. Industry feedback is requested on the benefits and risks inherent to these approaches. This includes strategies to manage fluctuating demand while ensuring continuity and efficiency in operations, particularly in the context of the specific PWS scopes. Cost recovery models should address both USG-funded and non-USG-funded activities, with consideration for pricing mechanisms that align with production volume changes. Incentive structures should encourage long-term cost savings, efficiency improvements, and the pursuit of non-DoD workload. Risk-sharing approaches should address the impact of fluctuating DoD demands, particularly in relation to USG-funded PWS scopes. Lastly, feedback is requested for any innovative solutions or alternative approaches to facility operations, maintenance, and production that might assist in meeting the USG�s procurement objectives. This Request for information (RFI) is for informational purposes only and does not constitute a solicitation or commitment by the USG. The USG does not intend to award a contract on the basis of this request for information or otherwise pay for the information solicited. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. The USG intends to utilize the information received only to develop the acquisition strategy for future requirements.
