Description
The U.S. Army Corps of Engineers (USACE), Nashville District, conducted an Industry Conference on December 13, 2024, to seek feedback from potential contractors on the lock replacement approach wall and de-commissioning project for the Chickamauga Lock on the Tennessee River at Chattanooga, TN. The intent is for USACE to present Draft 95% Plans and Specifications for industry review. USACE seeks feedback from a contractor�s perspective towards clarity and constructability of the current plans and specifications. The Draft 95% Plans and Specifications are attached to this posting for your review and will be provided upon receipt of an approved security form that will be provided once access is requested. THIS IS NOT A SOLICITATION AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. This is a Special Notice and is for planning purposes only as defined by FAR 15.201. This is not a solicitation announcement, nor is it an Invitation for Bid (IFB), Request for Proposal (RFP), or Request for Quote (RFQ). No solicitation is currently published. Participation by any party does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. The Government is not responsible for any costs associated with reviewing the Draft Documents, preparing and submitting comments. Furthermore, the Government is not obligated to compensate respondents for any information received, even if the Draft Documents are revised as a result of a respondent's comment or question. Respondents should refrain from providing proprietary information in response to this notice, since any information acquired by the Government in this forum will not be treated as proprietary. The information gathered will be used by the Government to make appropriate acquisition decisions. Replies to responses, comments, or suggestions will not be provided or published. The scope of this project will consist of the construction of river and middle approach walls downstream from the lock, decommissioning the existing lock, the wet commissioning of the lock chamber constructed in the lock chamber contract, and site restoration activities at the project site. Downstream lock approach walls will be constructed from pre-cast concrete beams that were fabricated in 2012 and are currently stored at another TVA facility until ready to be installed at the project. The downstream approach wall will extend under and through the Norfolk Southern Railway Bridge. Two (2) new 30-foot diameter mooring cells will be built downstream of the new lock. Once the existing lock is closed, a portion of the lock chamber and the associated wall culverts will be plugged with concrete. A concrete thrust block will be installed to resist concrete expansion in the dam, and the remaining area will be filled with stone. Miscellaneous equipment and buildings will be removed. No cofferdams will be required for decommissioning the existing lock, but installation of needle dams (similar to a cofferdam, but more temporary) may be required for dewatering of the chamber. The downstream approach wall, decommissioning of the existing lock, wet commissioning of the new lock, and site restoration contract is anticipated to be awarded in Fourth Quarter of Fiscal Year 2025 with a base and three (3) options. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 237990, Other Heavy and Civil Engineering Construction. Small Business size is $45.0M. The magnitude of this project is between $250,000,000 and $500,000,000. The following information is provided in this Special Notice: The Government is seeking feedback from Industry relating to the Draft Plans and Specifications and Industry Day. Industry feedback is to be submitted via Bidder Inquiry in ProjNet at http://www.ProjNet.org/ProjNet. The information gathered will be used by the Government to make appropriate acquisition decisions. Replies to Industry feedback will not be provided or published. To submit Bidder Inquiry items, Interested Vendors will need to be a current registered user or self-register into system. Bidder Inquiry will remain open for feedback until January 10, 2025. After this date Bidder Inquiry will be closed, and no further feedback can be received. A page will then open stating a user account was not found and will ask you to create one using the provided form. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system. Select Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system. Specific Instruction for Future ProjNet Bid Inquiry Access: 1. For future access to ProjNet, you will not be emailed any type of password. You will utilize your Secret Question and Secret Answer to log in. 2. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen. 3. Identify the Agency. This should be marked as USACE. 4. Key. Enter the Bidder Inquiry Key listed above. 5. Email. Enter the email address you used to register previously in ProjNet. 6. Select Continue. A page will then open asking you to enter the answer to your Secret Question. 7. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system. From this page you may view all bidder inquiries or add an inquiry. Interested Vendors will receive an acknowledgement of their questions or comments via email. The Government is seeking Industry feedback on the Draft Plans and Specifications provided. Replies to Industry feedback will not be provided or published.
