- Portable x-ray system to include installation and training NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACTSpecial Notice: FD-2025-123 NOAA/NMFS/SEFSC In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with KONICA MINOLTA HEALTHCARE AMERICAS INC Using the procedures of FAR Part 13 the requirement is to procure the following: This requirement is for the procurement of a portable 20/20 VFP Momentum Mixed Animal x-ray system that will be used to x-ray fish swim bladders as they are brought onto research vessels in the trawls, long-lines, and fish traps. X-rays will produce accurate shape and volume measurements of swim bladders of managed fish species in the southeastern US that can be used to estimate modeled acoustic backscatter as function of echosounder frequency The applicable Size Standard is North American Industry Classification System (NAICS) Code 339999 with a Small business size standard of 550. This Sole Source Determination is based on NOAAA's requirement that is the only Vendor that provides the required supplies:The NOAA NMFS SEFSC uses underwater moorings and ship based surveys to collect active acoustic (echosounder) data that are used to assess the status of marine resources and feed information into Southeast Data, Assessment, and Review (SEDAR) stock assessment products. While echosounder systems are utilized across our survey platforms, the interpretation of resulting data down to the managed species level remains a challenge. The advancement of acoustic scattering models have revolutionized our ability to predict the backscattering properties of fish insonified during echosounder surveys, which allows for the classification of target species abundance using these technologies. However, accurate images and schematics of fish morphology are required as input into these models, which can be collected via x-ray or computed tomography (CT) scans. Researchers throughout NMFS have utilized such systems through collaboration with research partners, and increasingly have procured portable systems for NMFS. Throughout the nation, most widely on the west coast, NMFS researchers have developed standard operating procedures (SOPs) to incorporate x-ray imaging into surveys, analysis, modeling, and ingestion into assessments of fish biomass. While SEFSC shares the same mission as other NMFS� researchers, SEFSC currently has not been able to modernize our activities due to the unavailability of similar x-ray instrumentation.The purchase of the 20/20 VFP Momentum Mixed Animal - Mobile Direct Digital Imaging System will provide consistency of instrumentation and collected data across NOAA Fisheries, which has been standardized to maximum efficiency and replicability. The equipment standardization also facilitates spares, repairs, loans, and shared knowledge and experience. As NOAA Fisheries continues the modernization and cohesion of surveys across the nation, the establishment of standard instrumentation and analytical processes is imperative to success. The required system is established at different NOAA offices; thus, this purchase for SEFSC contributes to national standardization. The 20/20 VFP Momentum Mixed Animal - Mobile Direct Digital Imaging Systems is a trusted system that uses backward compatible software and realism image processing, allowing enhanced dynamic range results in an image with superior bone and soft tissue clarity, sharper contrast, and the ability to differentiate overlapping structures to reveal subtle detail which is crucial in fish gas bladder imaging. TECHNICAL SPECIFICATIONS: Shall be portable and able to be transported in a compact case via airline Must be able to x-ray at minimum 14� x 17� dimensions to accommodate anticipated fish sizes, which equates to Cesium Cassette Size Panel of 14� x 17� Must have rechargeable cassettes that can be recharged under 30 minutes Must be powered by a rechargeable battery powered x-ray generator X-ray generator must be able to conduct 100s of exposures per charge Must include a portable stand for x-ray generator Must be aligned to the standard operating procedures used across NMFS to allow for interoperability across NOAA Shall include internal image processing to enhance image quality and dynamic range Shall include training for system use DELIVERY SCHEDULE: Vendor to deliver no later than April 1, 2025 with training to training to be delivered no later than May, 1, 2025. **THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
