Description
PMA-281 Hardware (HW) & Software (SW) Development and Sustainment Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contract. The Naval Air Systems Command Procurement Group (V2443), Patuxent River, MD 20670, in support of Program Manager Strike Planning and Execution Systems (PMA-281), announces its intention to procure, on a competitive basis, products, supplies, and incidental services to support PMA-281 software/hardware development, integration, deployment, and sustainment efforts. Program Background: A. The scope of the PMA-281 HW & SW Multiple-Award IDIQ contract includes development, integration, test and evaluation, deployment/delivery, modifications, and operations/sustainment of hardware and software products supporting both PMA-281 domestic and Foreign Military Sales (FMS) programs. The PMA-281 portfolio consists of a number of ACAT-II and ACAT-III acquisition programs. Contract deliverables may include, but are not limited to: feasibility studies, HW & SW designs, analyses, technical/programmatic documentation, HW & SW development/fabrication, HW & SW code delivery/deployment, engineering change proposals to existing products, training documentation and products, help desk support, HW & SW correction of deficiencies, and operations and sustainment products. The attached graphic shows the PMA-281 portfolio. Interested businesses can expect the following approximate work location split: Engineering and HW/SW development: 90% Contractor Facility / 10% Government Facility HW/SW Integration: 90% Contractor Facility / 10% Government Facility Installation: 5% Contractor Facility / 95% Government Facilities These ratios may change based on the capability of the potential sources and the availability of Government spaces. The contract is expected to be approximately 25% Labor and 75% Product Development / Material / Other Direct Costs. Incumbents: B. This is a follow-on to contracts N00019-20-D-0021 through N00019-20-D-0032 inclusive. The original requirement is currently being supported by a Multiple-Award IDIQ contract. The following contractors were awarded contracts under the original Multiple-Award IDIQ solicitation: American Electronic Warfare Associates, Inc: 3Y492 BAE Systems Information Solutions, Inc: 12436 DCS Corporation: 1P418 Northrop Grumman Systems Corporation: 32143 Peraton (formerly Perspecta): 6KTD1 Raytheon Company: 04071 Gnostech, LLC: 5P012 Long Wave, Inc: 06SD5 Monterey Technologies, Inc: 03SF4 Solute: 3CKJ0 Tyonek Engineering &Agile Manufacturing LLC: 3YWE9 YKJV, LLC: 7W2N0 Set-Aside: C. Results from this Sources Sought notification will assist the Government in determining whether some or all of the scope of work can be performed by a small business entity. The Government is considering a small business set-aside for any delivery orders issued under a defined dollar threshold (finalized prior to RFP release), any procurement of commercial-off-the-shelf hardware, or other identified delivery orders will be considered for small businesses set-asides. Contract Type: D. The Government anticipates the IDIQ multiple-award contract will include but is not limited to cost-type and fixed-price-type contract line items. Additionally, the Government anticipates the resulting contract will have both tangible end-product deliverables and limited level-of-effort tasking. Estimated Period of Performance: E. The anticipated ordering period will be a period of five (5) years from contract award. Additionally, delivery orders may be issued anytime during the ordering period; each delivery order will have an anticipated maximum period of performance of five (5) years. Milestones: F. NAVAIR anticipates procurement milestones to occur on or around the following dates: Sources Sought: December 2024 Notional Solicitation Issued: May 2025 Notional Contract Award: December 2025 SOURCES SOUGHT SUBMITTAL INFORMATION G. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than twenty (20) pages in length exclusive of cover and table of content pages, single spaced, and 12-point font minimum). Notionally, the IDIQ / MAC will contain the following scope of work: Overview: Overall Project Management Systems Engineering Requirements Management & traceability Model Based Systems Engineering Technical Performance Metric Tracking Risk Management Systems Safety Certifications Airworthiness Spectrum Certifications Interoperability Certifications Other Certifications Configuration Management Software Design, Development, Integration, Test, Delivery, and Sustainment Software Development Software Integration Use of Open Source Software Products Static and Dynamic Code Analysis Automated Software Test Software Functional Qualification Test Hardware Design, Development, Integration, Test, Delivery, and Sustainment Hardware System Design Hardware System Procurement Hardware System Assembly and Checkout Hardware Installation Hardware Sustainment Studies, Analyses, and Prototypes Program Security Physical Security Personnel Security Cyber Security Program Protection Anti-Tamper Test Automated Test Acceptance Tes End-To-End Hardware & Software System Integration and Test Life Cycle Logistics and System Product Support The capabilities statement package shall address, at a minimum, the following items: Can, or has, your company managed a tasks of this nature? If so, please provide details such as contract numbers, organization supported, etc. Have you previously worked on any of the PMA-281 product lines? If so, which ones? Please provide contract numbers as well as Government points of contact (POCs). What is your current facility security clearance? Could your facility support the notional scope at a level of Secret to Top Secret (SCI)? Note: Delivery Orders will range from Unclassified to Top Secret. Describe your processes for: Software development (Waterfall, Agile, Hybrid approach, etc.); Hardware integration; Hardware and software configuration management; Hardware and software system test; Certifications (e.g., airworthiness, shipboard integration, etc.); and Other relevant processes applicable to the notional scope of work. PMA-281 is heavily invested in using a Development � Security - Operations (DEVSECOPS) pipeline using Agile techniques. Discuss how your company would balance these 3 areas in order to delivery products to fleet users as quickly as possible. PMA-281 is focused on improving the overall user experience. Discuss how your company would collect data from user events and rapidly turn those data into deliverable products. Have you previously worked on a contract requiring you to procure, integrate, install, and maintain hardware/software solutions? The Standardized Tester of Reprogrammable Munitions, a part of the NavMPS portfolio, is anticipating a production run of approximately 200 units. Production quantities are notionally: FY26: 40 units, FY27: 80 units, FY28 80 units. A preliminary bill of materials is provided for information. Please discuss your ability to procure components, assemble, and conduct acceptance testing of the STORM units. Have you previously worked on a contract requiring you to develop safe aircraft/stores release envelopes? Have you previously worked on a contract that required you to develop operator training products or provide training to fleet users? Have you previously worked on a contract requiring you to develop Cybersecurity security controls and implement security patches/upgrades? Please discuss possible teaming arrangements necessary to meet the requirements of the notional scope of work. Small Business Only: The Government is determining which paragraphs are suitable for small business set-asides. Which paragraphs of the notional scope of work could your company execute? Please provide contract numbers as well as Government points of contact (POCs). Small Business Only: Please describe your ability to execute at least 51% of the overall effort in the notional scope of work. H. When responding to the questions above, the statement package shall address the following: Prior/current corporate experience performing efforts of similar size and scope within the last three (3) years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the services described. Company profile to include number of employees, annual revenue history, DUNS Number, socioeconomic status and a statement regarding current size status. All interested parties should also include information regarding ability to handle, store and process classified information, foreign/domestic ownership/control and the ability to handle export controlled information. In order to validate need-to-know, all responses must include the following information: Company Name, Company Physical Address, Cage code, Company Business Size, and Point-of-Contact (POC) name, phone number, fax number and email address. Upon verification of data, an information package will be provided to qualified (non-foreign owned/influenced) respondents. Companies are to adhere to the National Industrial Security Program Operating Manual (NISPOM) procedures for handling of Government-provided materials. Further dissemination of Government-provided materials is not authorized. I. The additional information requested in paragraph H is outside the page limitation identified previously. Responses to this Source Sought announcement shall be submitted in electronic format only.
