Description

U.S. Army Contracting Command � Aberdeen Proving Ground (ACC-APG), Natick Division in support of U.S. Army Combat Capabilities Development Command � Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price contract on a sole source basis to Agilent Technologies Inc. located at 5301 Stevens Creek Blvd, Santa Clara, CA 95051-7201 under the authority prescribed in FAR 13.106-1(b)(1). The Government requires the purchase of Agilent Technologies Inc. systems� Seahorse XF and xCELLigence as the only systems available on the market that both 1) perform the required breadth of physiological measurements needed to support current efforts and 2) can be paired with capabilities already in-house at DEVCOM-SC. Multiple vendor websites were checked in an effort to identify suitable, comparable systems that may exist and can be utilized with the specific conditions and biologicals currently available at DEVCOM-SC. No other known vendor provides a comparable platform with the necessary components, and support for the types of research efforts currently being conducted at DEVCOM-SC. Other vendors and products have been considered; however, Agilent Technologies Inc. is the only known provider of these systems, and no equivalent products that meet the Government�s requirement are known. The limiting competition document for this action has been attached to this notice. It contains further information about the Government�s requirement and justification. The North American Industry Classification System (NAICS) code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing and the size standard is 1,000 employees. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. Any response to this notice must show by clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract is based solely within the discretion of the Contracting Officer. Parties may identify their interest and capability by sending responses regarding this requirement to the Army Contracting Command � Aberdeen Proving Ground CCAP-SCN, Natick Contracting Division via EMAIL ONLY to BOTH edmund.j.bousaleh.civ@army.mil and alejandro.ayala.civ@army.mil no later than 1500 HRS ET 14 JANUARY 2025. The U.S. Government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested party.
