- SOURCES SOUGHT SYNOPSIS FOR FI and ECAO Trash / Recycle Services The Bureau of Reclamation, Eastern Colorado Area Office (ECAO), is seeking sources to support the completion of a trash and recycling services for the Flatiron Powerplant (FI), ECAO Area Office and Warehouse located in Loveland, CO. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTE, OR AN INVITATION FOR BIDS and does not constitute any commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this notice. All interested sources must respond to future solicitation announcements separately from responses to the sources sought notice. The information obtained may be used for the future solicitation. BACKGROUND: The performance requirements for this acquisition requires the removal of garbage and recycle from the Area Office, Warehouse and Powerplant. This requirement also includes rental of the following dumpsters, to be provided by contractor: Location / Qty Service Occurrence � Flatiron Powerplant, 11056 W. CR 18E, Loveland, CO - Two (2), 8 yard garbage dumpsters Weekly - One (1), 8 yard mixed recycle dumpster Weekly - One (1), 30 yard container As Required � ECAO Area Office, 11056 W. CR 18E, Loveland, CO - One (1), 8 yard mixed recycle dumpster Weekly - One (1), 8 yard garbage dumpster Weekly � ECAO Warehouse, 910 Van Buren Ave, Loveland, CO - One (1), 2 cubic yard garbage dumpster Weekly - One (1), 3 cubic yard mixed recycle dumpster Weekly The contractor shall furnish all labor, transportation, equipment, and supervision to satisfactorily perform garbage and recycle removal services as specified. PERIOD OF PERFORMANCE: The Government anticipates the term of the purchase order shall take place from October 1, 2025 through September 30, 2026, plus four 1-year option periods. Reclamation will exercise such option periods at the Government�s discretion. NORMAL PERFORMANCE HOURS: Garbage and recycle removal services are to be performed once per week between the hours of 8:30 a.m. and 3:00 p.m., Monday through Thursday, holidays excluded. PLACE OF PERFORMANCE: - Eastern Colorado Area Office (ECAO) and Flatiron (FI) Powerplant, 11056 W. CR 18E, Loveland, CO 80537 - ECAO Warehouse, 910 Van Buren Avenue, Loveland, CO 80537 SMALL BUSINESS CERTIFICATION WITH THE SMALL BUSINESS ADMINISTRATION (SBA): The Government is only interested in responses from small businesses that can execute the removal of garbage and recycle. Please identify your federally designated small business category or categories. The North American Industry Classification System (NAICS) for this project is 562111, Small Business Standard Size $47.0M. All interested parties should verify that they fall under the NAICS code as a Small Business prior to submission. Responses to this notice will be used by the Government to make the appropriate acquisition decision. Contractors must be registered in the System for Award Management (SAM.gov). The government will evaluate market information to ascertain potential market capacity. Based on the responses to this Sources Sought Notice/Market Research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submission. SUBMISSION INSTRUCTIONS: All interested and qualified firms responding to this Sources Sought Notice are required to provide the following information: 1. Business Name, physical/mailing address, phone, point of contact, email and website if applicable; 2. Unique Entity Identifier (UEI) & DUNS Number; 3. Firm's Capability Statement: The Capability Statements shall be no more than 5-pages in length. Please address the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability; 4. A list of similar projects within the last five (5) years (at least three (3) descriptions) *Note: The list of relevant contracts/projects shall include the location, contract number, description, and estimated yearly value, and performance dates; 5. Any or all Small Business Classifications (Tell us if you are certified with the SBA under a socio-economic program such as, but, not limited to 8(a) Program, SDVOSB, VOSB, HUBZone, Small Disadvantaged, WOSB, ISBEE) 6. Responses should be titled as: FI and ECAO Trash / Recycle Service SS Response � (Insert Company Name). Interested parties who consider themselves qualified to perform the above listed services are invited to submit a response to this Sources Sought Notice no later than 2:00 p.m. (1400) Mountain Standard Time (MS), February 27, 2025. All responses under this Sources Sought Notice must be emailed to Monte Baird, Contract Specialist at mbaird@usbr.gov. Facsimiles will not be accepted.
