Description
The Naval Facilities Engineering Command (NAVFAC) Northwest, on behalf of the Department of the Navy (DON), is issuing this Solicitation for Offers (SFO) to address the growing operational requirements associated with the Shipyard Infrastructure Optimization Plan (SIOP) at the Puget Sound Naval Shipyard (hereby known as �PSNS�) in Bremerton, Washington. As part of this critical initiative to modernize and expand the shipyard�s capabilities, the DON is seeking to lease temporary space to accommodate various operational functions during the infrastructure upgrades. The SFO follows a two-phase selection process, with Phase 1 designed to gather and evaluate information about available spaces that may meet the needs of the SIOP mission. The intent of Phase 1 is to identify potential offerors and available spaces, which will help refine the requirements for submission to Phase 2. Only those offerors who participate in Phase 1 will be eligible for Phase 2, where they will submit detailed proposals to fulfill specific operational needs related to the SIOP mission. Through this solicitation, the DON seeks to lease space in four (4) key categories: General Warehouse Space, Administrative Space, Industrial Space, and Laydown Space. Offerors who can provide temporary leased space or propose Build-to-Suit solutions are encouraged to submit their available options, allowing the DON to maintain operations seamlessly during the duration of SIOP construction. Spaces must be located within 40 miles driving distance of PSNS in Bremerton. The successful execution of this leasing initiative is essential to ensuring that PSNS remains operational while undergoing critical infrastructure improvements. The leased spaces will support the shipyard�s efforts to maintain fleet readiness and enhance mission effectiveness as the Navy modernizes its facilities to meet future defense needs. Summary of the Shipyard Infrastructure Optimization Plan (SIOP) at Bremerton The Shipyard Infrastructure Optimization Plan (SIOP) is a critical initiative by the U.S. Department of the Navy (DON) designed to address the modernization and expansion of facilities at the PSNS in Bremerton, WA. SIOP is aimed at enhancing the ability of the shipyard to maintain, repair, and modernize the Navy�s fleet by upgrading outdated infrastructure, increasing capacity, and optimizing the operational efficiency of the facility. At Bremerton, the SIOP includes the development of state-of-the-art facilities that will support ship maintenance and overhaul capabilities, as well as the integration of modern technologies and equipment. The optimization will help improve the Navy�s ability to meet growing demands for fleet readiness and to support the Department�s strategic defense objectives. As part of this plan, the DON seeks to lease temporary spaces to accommodate various operational requirements during the SIOP construction and facility upgrades. These leased spaces will allow the shipyard to maintain operations without disruption while critical infrastructure improvements are being made. Solicitation Overview This solicitation will be conducted in a two-phase selection process. All interested offerors must submit their information for Phase 1 in order to be eligible for Phase 2. The objective of Phase 1 is to identify available spaces that meet the DON�s requirements and to refine the space needs and required information for Phase 2. During Phase 1, the DON is not down-selecting offerors but rather gathering information regarding available space that could potentially meet the needs for the SIOP at PSNS. Phase 1 is focused on gathering information from potential offerors about available spaces, such as warehouse, administrative, industrial, and laydown spaces. Offerors who submit their information as part of Phase 1 will not be obligated to participate in Phase 2, but they must submit in Phase 1 if they wish to be considered for Phase 2. If insufficient space is identified during Phase 1, the DON may opt to forgo Phase 2 altogether. Phase 1 Overview The DON is seeking to lease space in four distinct categories: General Warehouse Space Administrative Space Industrial Space Laydown Space The spaces must be located within 40 miles driving distance from PSNS in Bremerton. In Phase 1, the DON is not requesting fully detailed proposals. The objective is to gather a broad array of space options that could potentially meet the requirements of the SIOP mission. Offerors are required to submit basic information about the available space, including location, size, availability, pricing estimates, and any other relevant details. Additionally, the DON is open to Build-to-Suit proposals if the timing aligns. Offerors are asked to identify which type(s) of space they can provide and provide information on the space availability. For offerors providing land available for build to suit; please include any information related to this, to include proposed timelines, permit requirements, and potential size as part of the Site Plan.
