Request for Information (RFI) 1. RFI Number: HT9425-25-R-JLM002 2. RFI Title: Blood Plasma Spray Drying System for US Army Institute of Surgical Research (USAISR). 3. Agency: United States Army Medical Research and Development Command (USAMRDC) 4. Office: United States Army Institute of Surgical Research (USAISR) 5. Contracting Office: United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Frederick, MD. 6. Location: Fort Detrick, MD 7. Synopsis: This RFI is for information and planning purposes only, at this time, and shall not be construed as a Request for Quote (RFQ) or obligation on the part of the USAMRDC. This RFI is not expected to be a RFQ or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice is for information and planning purposes only, and is not to be construed as a commitment by the Government. The Government will not pay for solicited information. At this time, no RFQ exists; therefore, please do not request a copy of the RFQ. Telephonic inquiries will not be accepted. If an RFQ is released, a synopsis will be posted in sam.gov. It is the responsibility of any potential vendor to monitor the sam.gov website for the release of any RFQ or synopsis. 8. Background: The United States Army Institute of Surgical Research (USAISR) is part of the U.S. Army Medical Research and Development Command (USAMRDC). The USAISR is dedicated to both laboratory and clinical trauma research. Its mission is to provide requirements-driven combat casualty care medical solutions and products for injured soldiers from self-aid through definitive care across the full spectrum of military operations; provide state-of-the-art trauma, bum, and critical care to Department of Defense (DoD) beneficiaries around the world and civilians in our trauma region; and provide Burn Special Medical Augmentation Response Teams. 9. Objective and Purpose: The Technical Requirements / Minimum Essential Characteristics (MECs) are as follows: The USAISR seeks a blood plasma spray drying system that can be used for clinical transfusion purposes. The USAISR is seeking a spray dryer, a sealer and the plastic consumable components that are sterile-docked to blood plasma bags in a completely closed, aseptic process. The system should be able to produce a dried plasma product in bag suitable for transfusions. The system will need to be able to produce a product suitable for clinical transfusions without the need for a sterile room. System should be able to produce a spray dried unit of plasma greater than or equal to 48g. Modular equipment with no more than 3 separate units (Dyer, Sealer, Clean Dry Air System). Dying Modular Unit Specifications Equipment should have dimensions equal to or smaller than 32x25.2x77.5 (DxWxH) inches. The weight of the equipment should be less than 560 pounds. The electrical requirement should be 208VAC at 60hz and 30amps. Equipment should utilize an L6-30P connector. Unit should have an air flow of at least 800 SLPM (Standard Liters Per Minute). The operating pressure should be between 90-120 pounds per square inch (psi). Equipment should have a dedicated exhaust. Equipment should be capable of operating in 15-40? C temperatures with relative humidity less than or equal to 75%. The safe operating altitude should be between sea level and 6,750 feet. The recommended operating pressure should be between 0.95-1.05 atmospheres. The recommended operating noise should equal to or less than 65 decibels. Should operate with an integrated, simple user interface Sealing Modular Unit Specifications The sealing modular unit should have dimensions equal to or less than 34.7x29.3x77 (DxWxH) inches. The weight of the equipment should be between less than 550 pounds. The voltage of the equipment should be 208VAC at 60hz and 20amps. The equipment should utilize a L6-30P connection for electricity. The air requirements for the devices should be 90-105psi and it should utilize a quick disconnect adaptor. Equipment should be capable of operating in 15-40? C temperatures with relative humidity less than or equal to 75%. The safe operating altitude should be between sea level and 6,750 feet. The recommended operating pressure should be between 0.95-1.05 atmospheres. The recommended operating noise should equal to or less than 70 decibels. Utilizes a clean Dry Air System Oil-free air compressor. desiccant dryer. air-tank. and ancillary filters. Utilizes single-use consumables. Equipment should come with 50 to 470 units of plasma drying chambers. Equipment should come with 50 to 470 units of plasma pretreatment containers. Equipment should come with 50 to 470 units of sterile water for injection. Equipment should come with 50 to 470 units of transfer sets. Equipment should come with 50 to 470 units of packing including desiccant. 10. Information Requested in Capability Statement: Provide information on the ability to provide Blood Plasma Spray Drying System as listed above. 11.
