- This Notice of Intent to Sole Source is not a request for competitive quotations or proposals. The Department of Veterans Affairs Strategic Acquisition Center (SAC) intends to negotiate a Firm Fixed Price (FFP) sole source award in accordance with Federal Acquisition Regulation (FAR) 6.302-5 and Veterans Affairs Acquisition Regulation (VAAR) 819.7008 for the procurement of Stryker Gynnie® OB/GYN Stretchers or equal product and associated equipment with Trillamed LLC, 30100 Telegraph Road, Suite 366, Bingham Farms, MI 48025. The applicable North American Industry Classification System (NAICS) code 339113 Surgical Appliance and Supplies Manufacturing is most appropriate for this requirement. The size standard is 800 employees. The Product Service Code (PSC) is 6515 Medical and Surgical Instruments, Equipment, and Supplies. In accordance with Veterans Affairs Acquisition Regulation (VAAR) 819.7008, the determination to make a sole source award to a Service-Disabled Veteran Owned Small Business (SDVOSB) is a business decision wholly within the discretion of the Contracting officer; therefore, the requirement to ensure that offers are solicited from as many potential sources as practicable is not applicable to this procurement. In addition, 819.7008(c) further authorizes the Contracting Officer to make the award without first determining that only one SDVOSB source can meet the requirement. The statutory authority permitting other than full and open competition is 41 U.S.C.§ 253(c)(5) as implemented by the FAR Subpart 6.302-5 entitled, Authorized or required by statute . The applicable statute is Public Law 109-461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 USC § 8127(c). Interested parties may identify their interest and capability to respond to this requirement. Supporting information must be furnished in sufficient detail to demonstrate the ability to comply with the requirements. No solicitation package is available and telephone requests will not be honored. Responses received will be reviewed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. No cost to the government will arise as a result of contractor submissions of responses to this announcement or the government use of such information. The OB/GYN stretcher facilitates obstetrical and gynecological care. They provide an adjustable, secure, and comfortable platform for gynecological examinations. During obstetric emergencies, the need for a reliable stretcher becomes paramount. These stretchers ensure that the patient can be quickly and safely transported to the required department. Patients benefit from these stretchers in labor and delivery settings. Adjustable positioning helps maximize comfort, efficiency, and safety during childbirth. Patients can often avoid the discomfort, risk, and time expenditure associated with transferring from a bed to a stretcher, and then to an obstetric table.
