Presolicitation Notice/Advertisement GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: TN City: Jackson Delineated Area: Starting at the intersection of Ashport Rd and Bypass 45, travel east on Ashport Rd to Waynick Rd. Continue east on Waynick Rd to Hartmus Ln. Proceed south on Hartmus Ln to Highway 412. Go west on Highway 412 to U.S. Hwy 70. Travel south and west on U.S. Hwy 70 to Bypass 45. Proceed north on Bypass 45 to the intersection of Ashport Rd and Bypass 45. Required Sq. Ft. (ABOA): 5,419 Space Type: Office Parking Spaces (Total): 12 Secured, Reserved Spaces for GOV�s Full Term: 180 Months Firm Term: 120 Months Additional Requirements: General Building/Space Condition Space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum, or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new building, the space offered shall be in a building that has undergone, or will be complete by occupancy, modernization, or adaptive reuse for the space with modern conveniences. Space should allow for an efficient layout and office workflow. Space must provide maximum flexibility for systems furniture placement with few or no columns or other building or architectural obstructions. Space should have few curves or major offsets and must have large open areas to allow maximum design flexibility. Architectural features should not cause an inefficient use of space. ABOA SF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. Site Requirements: Proposed site must not be within 640�-0� of any facilities identified by ISC as �hazardous materials transportation/ storage facilities.� Hazardous locations include facilities with potential environmental threats (e.g., fuel storage areas, gas stations, chemical manufacturing facilities, and railroad lines transporting hazardous material). Special consideration should be given to exclude sites located near hazardous areas, such as bulk storage sites (e.g., hazardous materials storage sites, water purification centers, above-ground fuel storage, and rail yards). It is preferred that the proposed facility not be located near �Low Risk Facilities� (e.g., day care centers, senior centers, schools, hospitals, and religious/rehabilitation/social service centers). All space must be contiguous. Proposed facility must not be located within 400�-0� of public defenders, ICE, probation offices, IRS, universities, other businesses, or facilities, deemed unacceptable by Tenant Security for safety purposes. This requirement may be waived by Tenant Security if no other facility is deemed acceptable. In those cases, enhanced security requirements may be necessary. Proposed Tenant spaces or facilities within 400�-0,� or adjacent to facilities associated with foreign powers identified in Tenant's National Security Threat List, will not be considered. Facilities with underground parking must have access-controlled parking restricted to building Tenants. Open and/or general public parking is not permitted below the building proposed for the Tenant office. Other: Proposed building and offered space will be evaluated by the agency�s security team to confirm acceptability. This requirement will house a federal law enforcement office where employees can or have the potential to carry weapons, weapons will be stored on site and individuals may be temporarily detained and/or questioned. Secured and fenced on-site parking, with an automatic vehicular gate is required in accordance with the agency�s parking requirement. Normal Hours of Operation: 7:00 AM � 5:00 PM M � F; Offered space must be accessible 24/7. Not all minimum requirements are reflected in this advertisement. Offered space must meet all Government requirements contained in the RLP/Lease to be issued, including, but not limited to, the Agency Specific Requirements and Facility Security Level II requirements by the occupancy date per the terms of the Lease Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as 100-year floodplain). Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). ). The U.S. Government currently occupies office and related space in a building under a lease in Jackson, TN, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government�s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. A map of the delineated area is provided for further clarification of the boundaries: Expression of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration. All submissions should include the following information: Name of Owner; Property authorization letter from the owner; Address or locational description of the building; Age of building; Total existing gross square feet; and gross square feet per floor; Site plan depicting the building and parking; Floor plan and gross square footage of the proposed space; Identification of on-site parking; A map demonstrating the building is within the delineated area; A map depicting the location of public transportation stops within proximity to the property; A map depicting the evidence of amenities within close proximity of the property; A list of current and any future tenants leasing space in the proposed building. Building owners must provide evidence of ownership. Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to GSA.
