Description
This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) intends to award a firm fixed price contract to PROAIM Americas LLC of Ellisville, Missouri 63011, UEI: KECHQ6LN3HN7. The purpose of this acquisition is to purchase a Zeiss Artevo 750 ophthalmic microscope with integrated OCT for the Clinical Center Operating Room. Microscope accessories and extended warranty shall be included with this purchase. The Zeiss Artevo 750 ophthalmic microscope with integrated Optical Coherence Tomography (OCT) is needed so that ophthalmic surgeons can continue to provide NIH Clinical Center research participants with the safest surgical care. Due to the advancement in technology, this newest microscope widefield lens system with integrated intraoperative OCT capability has the innovations that are needed to care for the complex medical issues of the NIH Clinical Center�s research participants receiving anterior and posterior segment surgeries in study protocols. Currently, the operating room has one operating microscope without backup which puts patients at risk if there was an intraoperative instrument failure. A surgical case is scheduled in May 2025 for which this new optical microscope is needed, a case may arise sooner for the need. PROAIM Americas LLC is the only US authorized distributor for the Zeiss microscope in the United States. The Clinical Center Operating Department focuses on maximizing the safety of its research participants. One key feature of the Artevo 750 microscope is the integrated Optical Coherence Tomography (OCT) system that can help visualize single cell layers in the human retina and cornea necessary for precise surgery and safety. The Artevo 750 microcope with integrated OCT- AdVision� is the only microscope known that meets the current need. Currently there is no other ophthalmic surgical microscope available that has the wisefield quality optics and the integrated OCT that can be used by the surgeon in vivo during the surgery. The unique benefits are that the surgeon can visualize the microscopic layers of tissue such as the retina or the cornea and determine the surgical plane for surgery with unparalleled precision. This approach will yield superior results. Currently, surgeons approximate the surgical plane of surgery and are not always able to visualize it due to the limitations of the microscope. BRAND NAME Below are the item(s) required for this action: Catalog # Description Quantity 000000-2435-656-01OCUOCT ZEISS ARTEVO 750 OCT 1 This acquisition is being conducted using regulations unique to Subpart 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services. 13.500 (a) This subpart authorizes the use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $7.5 million ($15 million for acquisitions as described in 13.500(c)), including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial products or commercial services. Contracting officers may use any simplified acquisition procedure in this part, subject to any specific dollar limitation applicable to the particular procedure. The purpose of these simplified procedures is to vest contracting officers with additional procedural discretion and flexibility, so that commercial acquisitions in this dollar range may be solicited, offered, evaluated, and awarded in a simplified manner that maximizes efficiency and economy and minimizes burden and administrative costs for both the Government and industry ( 10 U.S.C. 3205-3208 and chapter 241 and 41 U.S.C.3305, 3306, and chapter 37, Awarding of Contracts). Interested parties capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
