Description
This is a SOURCES SOUGHT / SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers (USACE) - Humphreys Engineer Center Support Activity (HECSA) has been tasked to solicit for and award Multiple Award Task Order Contracts (MATOCs) for the Independent External Peer Review of USACE water resource projects. USACE-HECSA may solicit and award Blanket Purchase Agreements (BPAs) in lieu of a MATOCs if it is in the best interest of USACE. A document describing the services required has been attached. The proposed MATOCs or BPAs will be Firm Fixed Price with a total estimated ceiling price of $7,000,000 over five years. Interested eligible organizations with NAICS code 541990 are encouraged to submit a capability packages. In accordance with the Water Resources Development Act (WRDA), as reauthorized in 2024, organizations eligible for award under this requirement must be an organization that: A) Is described in section 501(c)(3), and exempt from Federal tax under section 501(a), of the Internal Revenue Code of 1986; B) is independent; C) is free from conflicts of interest; D) does not carry out or advocate for or against Federal water resources projects; and E) has experience in establishing and administering peer review panels The capability statements for this sources sought market survey are not expected to be proposals, but rather information regarding the company's existing experience in relation to the areas specified in the attached draft Performance Work Statement. Interested parties should respond to this notice by completing the attached questionnaire and proving a capability statement. Please limit capabilities statements to no more than 20 pages. MS Word or PDF are both acceptable. Minimum font size is 11. Fonts without a serif are preferred for headers and fonts with a serif are preferred for the body text (Times New Roman or similar). This market survey is for informational and planning purposes only and does not constitute a Request for Proposals (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information must be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input received as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
