- SOURCES SOUGHT SYNOPSIS CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements of the for use by AFTC/PZZF Edwards AFB. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. REQUIREMENTS DESCRIPTION PROGRAM DESCRIPTION: AFTC/PZZF Edwards AFB is currently conducting market research to identify potential sources equipped with the technical expertise and capabilities necessary for a Firm Fixed Price contract to design, develop, and possibly manufacture advanced secure telemetry units. The 412th Test Wing requires these modernized units to enhance, and potentially replace, existing secure telemetry systems including the SP10-135A, ISM-1000A, ADU-1000, and MAEU, which are critical in both Developmental Testing & Evaluation (DT&E) and Operational Testing & Evaluation (OT&E) of a wide array of aircraft, munitions, and missile systems. The anticipated modernized units must be capable of integrating the NSA Cryptographic Core modules (e.g. Nano) and must be capable of receiving certification as NSA Certified High Assurance Devices (HAD), End COMSEC Units (ECUs), with a mandate to satisfy rigorous requirements for cybersecurity certification per the current NSA process (i.e. per the SERD 2.0/CDRD). There is also a mandate to satisfy Environmental and EMI/RFI qualification standards to provide airworthy products to survive the severe environments in fighter aircraft, missiles and munitions. Therefore, interested vendors should possess proven experience with the development, design, and successful qualification of airborne equipment in accordance with the requirements of military standards (e.g. MIL-STD-810H, MIL-STD-461G, MIL-W-5088L). This procurement effort is open to full and open competition, as no specific set-asides are in place. The resulting contract is anticipated to be valued at ~$70M over a 5-year period of performance, with the development portion being the first task with possibility of manufacture/production option(s). All developmental and delivery operations based primarily at Edwards AFB, CA. The primary objectives of the solicitation are to: Identify and engage potential sources capable of developing airworthy, crypto-modernized secure telemetry units that support the rigorous demands of NSA Cybersecurity Certification, and the challenging airborne environment experienced in supporting Developmental Test & Evaluation (DT&E) and Operational Test & Evaluation (OT&E) of aircraft, missiles, and munitions. Ensure that the proposed solutions incorporate NSA Cryptographic Core (Nano or other) modules and validate that interested sources have the necessary experience and qualifications for designing and certifying their solution in accordance with NSA Cybersecurity Directorate certification as High Assurance Devices (HAD), End COMSEC Units (ECUs) per the NSA SERD/CDRD cybersecurity certification process. Validate that interested sources have the necessary experience and qualifications for designing and qualifying airborne equipment. Facilitate the development of new products that replace and augment the functionality provided by the existing SP10-135A, ISM-1000A, ADU-1000, and MAEU secure telemetry units, through the integration of advanced technology and increased capabilities. The projected scope of this contract is: The projected scope of this contract encompasses the design, development, testing and manufacture of modernized airborne telemetry units, nominally a Large Support Package (LSP), Compact Support Package (CSP), and Miniature Support Package (MSP), to fulfill the stringent cybersecurity certification requirements as stipulated by the National Security Agency's (NSA) current Cybersecurity Certification Process that includes SERD 2.0 and CDRD requirements. The contract aims to procure secure telemetry units compliant with these high assurance cybersecurity standards to be deployed in various test environments to enhance and upgrade the capabilities of the Air Force Test Center (AFTC) at Edwards AFB, CA. The LSP units are to replicate the functionality and SWAP characteristics of the legacy SP10-135A units, the CSP units will combine functionalities of the ISM-1000A and ADU-1000 units and replicate their SWAP characteristics, and the MSP units which are tailored for 2.75� rockets such as MANPAD rounds, will replicate MAEU functionality and SWAP characteristics. Through this contract, the 412th Test Wing seeks to ensure that the upgraded telemetry units will be NSA Certified High Assurance Devices (HAD), End COMSEC Units (ECUs), airworthy, and capable of operating within the demanding requirements of modern test environments, thus providing a technological edge in the development and evaluation of advanced aircraft, missiles, and munitions. The tasks and subtasks required to accomplish this scope include: 1. Large Support Package (LSP) Development: 1.1. Detailed analysis of SP10-135A units to replicate functionality and Size, Weight, and Power (SWAP) characteristics. Provide capability to secure both serial PCM telemetry signals and bi-directional Internet Protocol (IP) traffic. 1.2. Design and engineering of LSP to integrate NSA Cryptographic Core Nano module. 1.3. Design and development and testing for airworthiness (reference military standards for environmental and EMI/RFI qualification: MIL-STD-810H, MIL-STD-461G, MIL-W-5088L similar relevant standards) 1.4. Design/engineering to develop and test by adhering to the NSA Cybersecurity certification process, for a product being certified as a NSA High Assurance Device (HAD) End COMSEC Unit (ECU) status. 2. Compact Support Package (CSP) Development: 2.1. Detailed analysis of the ISM-1000A and ADU-1000 units to replicate functionality and Size, Weight, and Power (SWAP) characteristics. Functional analysis to integrate ISM-1000A encryption support package and ADU-1000 Airborne Decryption Unit capabilities into a single unit. Engineering design focused on compact and efficient form factor while maintaining full functionality. 2.2 Design and engineering of CSP to integrate NSA Cryptographic Core Nano module. 2.3. Design and development and testing for airworthiness (reference military standards for environmental and EMI/RFI qualification: MIL-STD-810H, MIL-STD-461G, MIL-W-5088, MIL-E-5400 and similar) 2.4. Design/engineering to develop and test by adhering to the NSA Cybersecurity certification process, for a product being certified as a NSA High Assurance Device (HAD) End COMSEC Unit (ECU) status. 3. Miniature Support Package (MSP) 3.1. Detailed analysis of MAEU units to replicate functionality and Size, Weight, and Power (SWAP) characteristics.
