- This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 25PR-SSPDIR-0453 and this solicitation is issued as an invitation to request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 25-05. (iv) This solicitation is an unrestricted, single award action. The associated NAICS code and small business size standard is 334290 and $27.5M respectfully. (v) A list of line item number(s) and items, quantities, and units of measure are found in the attached RFQ. (vi) Description of requirements for the items to be acquired are found in the attached RFQ. (vii) Date and place of delivery and acceptance is found in the attached RFQ. (viii) Provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the provision. (ix) Provision at 52.212-2, Evaluation-Commercial Products and Commercial Services is applicable. The evaluation criteria is: Factor 1 � Technical Capability Factor 2 � Past Performance Factor 3 � Price Technical and past performance, when combined are EQUAL to price. (x) Quoters are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its quote. (xi) Clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. (xii) Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition and all applicable provisions and clauses are referenced in the attached RFQ. (xiii) There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) that have been determined by the contracting officer to be necessary for this acquisition . (xiv) Not Applicable. (xv) Quotes are due on 05 September 2025 no later than 9:00 am EST. Quotes shall be emailed to Jonathan.w.carney@irs.gov.
