Description
Contract Award Announcement The Department of State, Bureau for International Narcotics and Law Enforcement Affairs (INL), Grants, Acquisitions, Procurement, and Policy, has issued a firm-fixed price contract to VIRTRA, INC. This statutory authority permitting other than full and open competition is 41 U.S. Code 1901 as implemented by FAR 13.501(a) and FAR 13.106(1)(b); specifically, FAR 6.103-1 - Only one responsible source. This announcement serves as the award synopsis. INL Bogota continues to strengthen the operational capacities and expertise of the Colombian National Police (CNP) by supporting programs and activities that directly enhance their ability to conduct effective nationwide law enforcement operations, with a particular emphasis on countering transnational criminal organizations (TCOs) and advancing counternarcotics missions. To build cost-effective, results-oriented skills, INL is has procured seven (7) new VirTra Virtual Shooting Range systems for donation to CNP academies. These simulators deliver cost-effective and realistic firearms training that builds marksmanship, tactical decision-making, and operational readiness without the resource limitations of live ranges. The virtual shooting ranges will be prioritized for tactical and specialized CNP units where operational effectiveness is directly tied to U.S. security objectives. Placement in academies will expand access to training, ensure continuous skill development, and prepare specialized officers to operate effectively in Colombia�s most challenging environments. This collaboration ensures that international partners are equipped to combat crime and narcotics trafficking effectively, thereby reducing the threats that reach U.S. borders. By prioritizing these efforts, INL supports the administration's commitment to protecting American citizens and promoting national security, which are central tenets of the America First agenda. Project Overview The VirTra V-ST Pro is an advanced firearms training simulator designed to provide law enforcement officers with a realistic and immersive training experience. Utilizing a multi-screen (4) setup, the system can provide a realistic virtual simulation of a variety of outdoor firearm ranges and targets that can be engaged at distances of up to 500 meters with a high level of ballistics accuracy. It also creates an engaging environment that helps officers practice critical real-world survival skills in high-stress, dynamic scenarios. There are currently 3 VirTra systems operating within the CNP. The requested upgrade aims to enhance this system�s capabilities by enabling 4K resolution on all screens, which would significantly improve visual clarity and realism, making training even more impactful. Additionally, the upgrade would incorporate compatibility with V-Author Pro editing software, allowing for custom scenario creation and advanced editing features. This upgrade is necessary to organize a high-quality training process at the Patrol Police Academies, as the current state of the system is outdated and does not support the creation of custom training scenarios. The CNP�s existing virtual training platforms are built on VirTra equipment, and introducing a different brand would be incompatible with the current infrastructure. Doing so would require a complete replacement of the existing system, resulting in the duplication of prior U.S. Government investments. Therefore, any additional equipment should be of the same make to ensure full compatibility and interoperability with the systems already in use. The objective is to ensure interoperability among all systems so they can communicate effectively, allowing for centralized documentation and tracking of training results across the entire platform. It is both more reasonable and cost effective and efficient to supplement/update the existing system rather than acquiring an entirely new system. Contract Details Vendor: VIRTRA, INC.
