Description

1. Objective The objective of this Sources Sought Notice (SSN) / Request for Information (RFI) is for BARDA program officials to better refine the requirements for vaccine medical countermeasures for pandemic influenza preparedness and response. BARDA is considering establishing long-term partnerships with multiple contractors. The information requested from this SSN/RFI will serve as continued market research while also assisting with requirements development of this vital program. None of the information in this SSN/RFI is intended to suggest a particular approach or contract solution. 2.0 Project Scope BARDA seeks Contractor(s) to support the continuation of the Vaccine MCMs for Pandemic Influenza Preparedness and Response Program. Contractors will furnish all the necessary services, qualified personnel, materials, supplies, equipment and facilities (U.S. facilities preferred) not otherwise provided by the USG as needed to provide MCMs, such as vaccines, antigens, and adjuvants, for pandemic preparedness and response or as required in response to a public health emergency; produce antigen and vaccines against influenza virus or other viruses with pandemic potential as required by BARDA; produce antigens, adjuvants, and/or vaccines to support USG efforts to further improve influenza vaccines (for which feasibility data is available); and support rapid regulatory decisions and manufacturing readiness by generating and submitting to FDA all relevant data (e.g., analytical, nonclinical, clinical, and/or chemistry, manufacturing, and controls (CMC)), including data generated during interpandemic periods. 3.0 Sources Sought Notice (SSN) BARDA is interested in advancing vaccine medical countermeasures for pandemic influenza preparedness and response. BARDA anticipates awards will be made to multiple contractors with the best solutions and capabilities to meet the following mandatory eligibility criteria: 3.1.1 Mandatory Eligibility Criteria: To be eligible for award, the Offeror must produce vaccines against influenza and influenza strains with pandemic potential; must demonstrate a successful experience in the manufacturing of influenza vaccine by: Holding a U.S. influenza vaccine license; or Have developed an influenza vaccine as evidenced by: Submission of a BLA for seasonal or pandemic influenza vaccine Note: Failure to adequately document compliance of the above mandatory requirement will result in the elimination of the Offeror from further consideration. No further discussions will be held. BARDA encourages qualified contractors to respond so we can better understand the current state of the science. SSN Responders: Please submit evidence of mandatory eligibility criteria, vendor�s capabilities statement, and a request to participate in the RFI by email to Laura.Saddison@hhs.gov no later than 3:00 pm EST Dec 19, 2025. This SSN/RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to the SSN/RFI that is marked as proprietary will be handled accordingly by the Government. Responses to this SSN/RFI are not considered offers and cannot be accepted by BARDA to form a binding contract. Responders are solely responsible for all expenses associated with responding to this SSN/RFI. All information submitted in response to this SSN/RFI shall remain with the Government and will not be returned. NOTE: *BARDA may compete RFP#75A50126R00001 amongst eligible respondents of this SSN/RFI only.
