- NOTICE TYPE: Presolicitation Notice - DRAFT Solicitation Package Release The U.S. Food & Drug Administration (FDA) is issuing a Presolicitation Notice for: MRC Operations and Maintenance Support Services, Laurel, MD. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. This synopsis / advanced notice is for commercial services in accordance with FAR Subpart 5.203. The Government is not soliciting, nor will it accept offers as a result of this notice. The solicitation requirements and contract documents, to include instructions for submission, and the response date will be issued after review. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Contract Opportunities website (www.SAM.gov). THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. This presolicitation notice provides interested parties with: � Access to the DRAFT Indefinite-Delivery Indefinite-Quantity (IDIQ) Performance Work Statement (PWS) � DRAFT solicitation package and corresponding attachments � Advance notification to allow preparation time before the official solicitation release � Opportunity to review requirements and assess capabilities IMPORTANT: All documentation provided is in DRAFT form and subject to change at the time of official solicitation issuance. Final requirements, terms, and conditions will be specified in the official solicitation. The package is under review and will be revised to be consistent with the agency policies and procedures. NO SUBMISSIONS REQUESTED The Government is NOT soliciting proposals or offers in response to this presolicitation notice. � No proposals, quotes, or submissions should be submitted at this time � The Government will NOT accept any proposal submissions in response to this notice � Interested parties should use this time to review requirements and prepare for the official solicitation NO QUESTIONS OR COMMUNICATIONS Questions regarding this presolicitation notice or the draft documentation will NOT be answered at this time. � No telephonic inquiries will be accepted � No written questions will be responded to during the presolicitation phase � All questions must be reserved for the official question and answer period established with the formal solicitation OFFICIAL SOLICITATION RELEASE The official solicitation will be posted on SAM.gov upon completion of agency review of requirement package, specifications, scope, policies and procedures. The North American Industrial Classification System Code (NAICS) for this requirement is 561210, Facilities Support Services and Product Service Code (PSC), M1EB � Operation of Maintenance Buildings. The Small Business Size Standard associated is $49.0M. The Government intends to award one (1) Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a five-year ordering period, using best-value tradeoff source selection procedures in accordance with FAR 15.101-1. The U.S. Food & Drug Administration (FDA) is issuing this presolicitation notice to release the DRAFT solicitation package for MRC Operations and Maintenance Support Services, Laurel, MD. ALL VENDORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY VENDOR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE. QUESTIONS REGARDING THE PROCUREMENT WILL NOT BE ANSWERED DURING THE PRESOLICITATION PHASE. SUBMIT QUESTIONS TO THE CONTRACT SPECIALIST AND CONTRACTING OFFICER AFTER THE SOLICITATION AND ASSOCIATED DOCUMENTS HAVE BEEN POSTED
