This is a Sources Sought Notice to determine small business sources capable of providing Virtual Pharmacy services per this notice under NAICS 621399 (Offices of All Other Miscellaneous Health Practitioners). Small business size standard is $10 million. Product Service Code (PSC) is Q517 (Pharmacy Services Medical.) BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future.� This notice does not commit the Federal Government to contract for any service at this time. Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23/ Supply Services Team 3 is not at this time seeking offers, and will not accept unsolicited offers.� Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract.� Although the term offeror is used in this notice, your respective organization s response will be treated as information only and shall not be used as an offer. OBJECTIVE: The objective of this notice is to conduct market research to determine if there are Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources, or any other Small Businesses capable of providing Virtual Pharmacy Services for the Sioux Falls VA Health Care System. DESCRIPTION OF SERVICE: See Attached Proposed Statement of Work. PLACES OF PERFORMANCE: See Attached Proposed Statement of Work. POTENTIAL SCOPE OF WORK: See Attached Proposed Statement of Work. POTENTIAL CERTIFICATIONS AND LICENSURE: See Attached Proposed Statement of Work. SUBMITTAL OF RESPONSES: Responses shall be sent via electronic mail only by 10:00am Central Standard Time (CST), 11-21-2025to: Marie Weathers Contracting Officer E-mail: marie.weathers@va.gov Offerors shall submit a capability statement indicating their ability and experience to provide the services cited above; such statement shall also list: Name of offeror Address of offeror UEI Number of offeror Point of contact name, phone number, and e-mail of offeror Whether or not vendor is SDVOSB or VOSB or other; SDVOSB and VOSB will be verified through SBA. Whether or not vendor has General Services Administration (GSA) Federal Supply Schedule (FSS) contract; if so, please provide GSA FSS contract number certifications and licensure that its applicable staff holds PERFORMANCE WORK STATEMENT Scope of Work: The purpose of this requirement is to provide virtual order verification for pending inpatient and clinic orders for the Sioux Falls Health Care System (SFVA HCS) located in Sioux Falls, South Dakota. This includes the professional review and problem solving needed to assure safe and appropriate medication use. The service provided shall be performed in such a manner as to assure the safety and welfare of patients. The SFVA HCS is located at 2501 W 22nd St., Sioux Falls, South Dakota, 57107. DELIVERY (Hours of Operations) Monday through Sunday 10:00pm through 6:00am, seven days a week, 365 days a year. These hours could change upon agreement with the Contracting Officer, Contractor, and Contract Officer Representative. Work Requirement: Completion of pending inpatient and clinic orders. This includes the professional review and problem solving needed to assure the safe and appropriate medication use. All clinic orders entered into the inpatient drug package will be verified according to the requirements below. Medication orders will be verified by the pharmacist(s). Orders will be verified within 60 minutes for pending orders and 30 minutes for clinic orders. Occasionally, SFVA HCS staff may call the virtual pharmacy service and request verification more urgently for urgent orders. Urgent orders will be processed within 15 minutes of contact. The pharmacist will evaluate each prescription order for drug-drug interactions, contraindications for recorded drug allergies, appropriate dose, accurate directions and assurance that the final order will be understandable to the nurses administering the medication. Specific pharmacokinetic dosing guidelines must be followed based off of guidelines provided by the SFVA HCS. Pending medication orders not meeting standards for completeness, restrictions, lacking clinical information and those requiring consults will be clarified with the prescriber prior to processing. It is expected that the virtual pharmacy service knows and follows the national VA formulary. The pharmacist will review pending orders and make efforts to utilize formulary agents. If efforts are not successful, the order will be processed, and follow-up actions will be taken by each facility. Access to the VISTA computer system is required and virtual pharmacists will have to meet all information security requirements as required by the Department of Veterans Affairs. Pharmacists must have knowledge of the VA Formulary and the VISTA computer system for order processing. Pharmacists must also have a working knowledge of the processing requirements for proper completion of medication orders and understand and be competent in accessing CPRS to read notes, check labs, etc.prior to completing prescriptions that have questionable doses, special needs. Specific age related concerns such as drug interactions, slowed metabolism, declined renal function, altered end-organ effects, and undesirable drugs in geriatric patients will be considered during order processing. The services to be performed by the contractor will be performed in accordance with VA policies and procedures and the regulations of the medical staff by-laws of the facility. The work will be performed remotely. VA sensitive data will not be stored on hard drives or a non-VA network. Contractor will notify the VA upon termination of employees serving the VA. Contractors will sign into the system at least every 90 days to keep accounts active. Contingency Operations Request The Sioux Falls VA HCS may request virtual pharmacy services to occur during disaster or pandemic events that have led to critical staffing shortages should the virtual pharmacy service have the resources to provide. These hours may occur anytime throughout the day and be mutually agreed upon and may include inpatient, clinic and outpatient orders. Information provided to the virtual pharmacy service by SFVA HCS Appropriate contact numbers for SFVA HCS. Names of hospital wards and clinics that virtual orders may come from upon changes. Information regarding drug availability or protocol changes related to order verification Telephone Activity It is expected that the virtual pharmacy service has the ability to receive telephone calls. These activities include but are not limited to: Requests for urgent medication verification Requests for order alterations to reflect available dosage forms within dispensing cabinets in patient care areas Questions related to medication dosing, administration, side effects, drug interactions. Contingency Requirements of the virtual pharmacy service Prompt notification and coordination with facility pharmacy staff and/or Administrator on Duty (AOD) if outside of pharmacy business hours if contractor is unable to access the computer systems necessary to fulfill patient care needs. Backup phone service to receive telephone calls Fax capabilities to receive medication orders due Electronic Health Record (HER)/VistA downtime. Email services to receive and communicate with the SFVA HCS Quality Measures The SFVA HCS reviews the order finishing from the virtual pharmacist daily. Requests for changes regarding how the virtual pharmacist finishes orders may result from these quality reviews. This may include things such as tablet strengths, fluid volumes, drug conversions due to drug shortages, or other processes the SFVA HCS has in place to provide safe and effective healthcare. Should request for changes to order finishing not result in changes to the virtual pharmacist practices, the SFVA HCS may reduce reimbursement for those orders but only after the virtual pharmacy service has been notified of the request to change practices. The SFVA HCS may reduce reimbursement for those orders that are not verified within the appropriate timeframe unless technology issues arise preventing the virtual pharmacy service from properly doing their verification.
