- RFIs for Solicitation 36C26125R0093 Project Number 640-26-110- Install Glass Doors at Patient Rooms RFP, Scope of Work, #3 Statement of Bid Items, Paragraph A states Provide all labor, materials, tools, equipment, transportation, supervision, engineering, shop drawings, submittals, service, power, project documentation, as-built drawings, and warranty necessary to accomplish the tasks required in this scope of work and specifications to replace 5 patient room doors at MSICU and install 9 new patient room doors at MSICU. This solicitation did not contain designed drawings. Alterations will be required for the new door rough openings and possible electrical modifications may also be required. Will the VA provide exact specifics on any A/E design requirements and list all expected deliverables for the engineering scope as stated in paragraph A ? No. What is on the SOW will be followed. Alterations and any electrical work required for the completion of the project must be provided by the contractor. RFP, Page 11, #6 Qualifications states that the Contractor shall be bonded and licensed in the State of California. Many of the MACC Contractors are licensed in states other than California and have performed countless projects throughout VISN 21 for years. Will the VA delete this requirement for a CA license or provide their reasoning for requiring this for this Task Order? The VA will not delete this requirement. RFP, Page 16, #11 Project Construction Schedule states the Period of Performance is 540 calendar days. The RFP, SF 1442, Block 11 states the POP is 420 calendar days. Will the VA clarify the Period of Performance? The period of performance is 420 days after NTP. RFP, Page 19, Offers Are To Be Sent To is left blank as to the offer submittal destination. Will the VA clarify what email addresses are to be used for both Proposal submittal and RFI submittals? Offers shall be sent to jose.hernandez1@va.gov Will the VA clarify if any of the new or replacement doors will require electrically powered automatic operators? The Specifications describe both manual and automatic doors. The new and replacement doors will be manual doors. RFP makes multiple references to Drawings being attached but drawings are not listed in the list of attachments. The RFP also makes multiple references to reference drawings , (page 11 of 25) but those were also not attached to the solicitation. Assuming there are no design drawings for this solicitation, will the VA provide dimensioned as-built reference drawings including architectural, structural, and electrical for the areas where the new doors are to be installed? No drawings area available Will the VA provide the Basis of Design door manufacturer and model for the doors being requested? Stanley PROCARE 8300BP MANUAL ICU DOOR Will the VA clarify if the existing door openings with no existing door, and only a cubicle curtain, will be designated to have the curtain and tracks removed, or only the curtain to be removed? They will be removed by the contractor during the door installation and will be re-installed after the door installation. Will the VA clarify if the Contractor s Superintendent, if duly qualified, may also serve in the roles of SSHO and CQC, or will a separate individual be required for either of those two roles? The superintendent can be the SSHO and CQC. Specification Section 01 00 00, Part 1.12-D requires the Contractor to hire a Professional Land surveyor for this project. Will the VA clarify whether a Surveyor will be required for this project? No, a Land Surveyor is not required. Specification Section 01 00 00, Parts 1.23 & 1.24 requires the Contractor to construct and erect both a Construction Sign and a Safety Sign. Will the VA clarify if this will be a requirement for this project? Yes, it is a requirement. Specification Section 01 45 00, Part 3.4-A & C requires the Contractor to retain additional specialized individuals who must be present at all times during work in these individual s specific area of responsibility. For this project, this requirement would mean the Contractor must retain a Structural Engineer, and an Architect (or Const. Professional with 5 years experience), all to be present onsite during activities in their respective areas of responsibility. Since the hiring of these Architects/Engineers, and having them onsite during any work taking place in their respective areas of expertise, will add significantly high costs to this project, will the VA clarify whether this will be a requirement for this project? Providing Specialized Individuals is a requirement for the contractor but they don t need to be present at all times. They must be present when needed or when the COR requires the specialized individual to be present. The RFP noted to refer to reference drawings for locations of doors for replacement. The RFP documents did not include drawing attachments. Please provide drawings and or as-builts identifying these door locations. See attached Drawings (Attachment 1-Project Location) Please advise if any of the doors for replacement will require automated openers/controllers, card readers or auto strikes and locks. They will require strikes and locks but not automated openers/controllers and card readers. The specification did not identify any hardware set for each door, please advise. Is the intent to use all hardware listed on spec section 08 32 13-10 Par 2.9? Yes, but not for automatic doors. Please advise working hours for door replacement, should contractor anticipate weekend or off hours for this activity? 7am to 330pm. If weekend and off hours work is needed, it must be approved by the COR. Please advise existing door manufacturer. Is same manufacturer preferred, or can contractor submit an approved equal? See Question 7 Please advise ICRA requirement for this task. The highest level of ICRA requirement, Level 4. Please advise if contractor will be provided with a laydown yard/temfacil location for this project. Laydown space can be requested but the contractor will need to provide trailer or connex boxes. These openings will have long lead times; will VA issue an admin NTP after award for submittal and log lead deliveries of materials? The Project Schedule may be adjusted if needed. The RFP under Task 1 noted that all relevant reference drawings related to the project are provided. These are not included, please provide drawings. See question 13 The RFP did not specify any incidental work due to removal and replacement of doors. Please confirm that contractor to assume repairs to walls/surfaces as needed. The contractor is responsible for all repairs to walls/surfaces. Task #3 noted that contractor to provide highest level of infection control to include but not limited to hard construction barriers, ante rooms a negative air machines out of the construction area- We propose to use starc walls, does it need to be fire rated? Do we need to install barriers up to deck past the finish ceiling line? Are we required to exhaust out of the building? The barriers need to be fire rated. Barriers need to be installed past the ceiling line above the ceiling. The contractor is required to exhaust out of the building. With project size, can the superintendent dual hat as SSHO and or QC? Yes. Based on narrative from the RFP, there are a total of 14 doors for replacement only. Please confirm there is 1 set of doors per room for replacement. This project will replace 5 patient room doors at MSICU and install 9 new patient room doors at MSICU. The specification (08 32 13-12 par 2.12 I) included a Switchable Privacy Glass- is this required? The RFP requires an unobstructed glass panel for continuous patient monitoring. Switchable Privacy Glass is not required. Will VA require user/client training and demonstration for operation of the newly installed doors? Is this requirement additional to the standard training provided by the factory rep to the VA maintenance personnel? Yes. Is VA keeping the old/replaced doors or will it become property of contractor for disposal? It will become property of the contractor for disposal. Are all doors for replacement mounted on metal studs/drywall or are there any masonry/ concrete walls we need to consider? The contractor must verify site conditions, the VA does not have this information. The specifications reference divisions 28 and 26 for connection of hold-open devices to the building fire alarm/sprinkler system. Please provide div 26 and 28 as it was not included in the specs. This does not apply. Are Magnetic Hold-open devices required? No. Please confirm that contractor may re-use existing power supply for these new doors requiring automation. The new doors will not require automation. For Electrical system Rough-ins, please provide as-builts for contractor to identify connection to exist power supply. This does not apply. Please provide spec section 08 71 13 Automatic Door Operators if required for this project. This does not apply. If Access Control Devices are required per specs, please provide spec div 28 Electronic Safety and Security . This does not apply. Please confirm if contractor is allowed to use temp power supply from the building during construction. Yes for low amp devices only. Please confirm contractor is allowed to use facility toilets during performance of work. No. With submitted RFI s and response period, Contractor is requesting extension of bid proposal by 2 more weeks in able to source out better quotes and provide a more competitive bid proposal.
