- Pre-Solicitation (Synopsis): Repair of the F-15 Eagle Programmable Armament Control Set (PACS-46) Converter Programmer (CP) Notice ID: FA8538-26-R-0003_Synopsis This synopsis is issued by AFSC/PZAAB (FA8538) on November 14, 2025, for a period of 20 days. NSN: 1270-01-550-2010 FX Noun: Converter, Signal Data Part Number: 11241-46 PSC: J016 The US Air Force anticipates a Firm-Fixed Price (FFP), Requirements type Request for Proposal (RFP), FA8538-26-R-0003, to provide all the necessary parts and labor to test and repair the PACS-46 CP. The contract will consist of a Basic Ordering Period (12 months) and four (4) 12-month Ordering Periods. This anticipated contract action is in support of the Air Force Sustainment Center (AFSC), 638th Supply Chain Management Group (SCMG), 409th Supply Chain Management Squadron (SCMS). The anticipated repair service will provide serviceable assets to meet the Government�s required delivery schedule of 30 days after receipt of asset or funded task order, whichever is later. The PACS-46 is expected to remain on the F-15 fleet for its remaining life cycle, currently scheduled for 2045. The proposed contract action is for services for which the Government intends to solicit and negotiate utilizing Other Than Full and Open procedures in accordance with FAR 6.302-1. The Government does not own any technical data in support of this requirement. As a result, Hamilton Sundstrand Corporation (CAGE Code: 0CAM5), is the only source with adequate knowledge of the PACS-46 CP performance requirements and possession of the required technical data and capabilities needed to repair this item and ensure compatibility. The quantities shown below represent the Best Estimated Quantities (BEQ) for this effort. Basic Period BEQs Minor Repair: 36 EA Major Repair: 13 EA No Fault Found (NFF): 13 EA Beyond Economic Repair (BER): 1 EA Ordering Period 1 BEQs Minor Repair: 36 EA Major Repair: 13 EA NFF: 13 EA BER: 1 EA Ordering Period 2 BEQs Minor Repair: 36 EA Major Repair: 13 EA NFF: 13 EA BER: 1 EA Ordering Period 3 BEQs Minor Repair: 36 EA Major Repair: 13 EA NFF: 13 EA BER: 1 EA Ordering Period 4 BEQs Minor Repair: 36 EA Major Repair: 13 EA NFF: 13 EA BER: 1 EA Period of Performance is anticipated to begin May 2026 for a period of 5 years (FY26 - FY31).
