The goal is to prioritize Veterans from literal street homelessness or habitation unfit for Veterans, homeless Veterans with co-occurring mental health or substance use (SUDs), and place them in a community-based, residential environment with sufficient supportive services to meet their needs, and ultimately facilitate the improvement of their housing situation.
