- Title of Procurement This is a proposed single-source contract with General Dynamics Mission Systems (GDMS) for repair services for the Federal Aviation Administration�s (FAA) CM-300/350 V2 Transmitters and Receivers. Program Office and Point of Contact The FAA Logistics Center Automation/ Communications Product Division, AJW-L800 has been designated by the Federal Aviation Administration (FAA) to be the office of prime responsibility for the logistics support of the CM-300/350 V2 Transmitter and Receiver programs, as part of the National Airspace System (NAS) Air/Ground Communications Infrastructure. Nature of Procurement Action The requirement is for the repair of the following: Description NSN Part No. CM-300 V2 UHF Receiver 7025-01-616-3152 01-P57301R002 CM-300 V2 UHF Low Power Transmitter 7025-01-616-3056 01-P57601R002 CM-300 V2 VHF Receiver 7025-01-616-3035 01-P57201R002 CM-300 V2 VHF Low Power Transmitter 7025-01-616-3058 01-P57400R002 CM-350 V2 VHF High Power Transmitter 7025-01-616-3128 01-P57501R002 An indefinite-delivery/requirements type contract for a 1-year base period with 4 additional option year periods will be used for this acquisition. Description of Supplies/Services This is a contract for repair services for the equipment types listed in section 3. This will enable AJW-L to continue support for the CM-300/350 V2 radios that provide voice contact between air traffic controllers and aircraft both in flight and navigating airport runways and taxiways. Actual quantities will be dependent upon field demand. This contract will operate in parallel with contract DTFAWA-12-C-00040, owned by AJM-313 Air to Ground Voice Communication Program Office, which provides acquisition and repair support for the NEXCOM II program. These radios are covered by a 10-year warranty and all costs covered by AJM-313. AJW-L800 has a waterfall list of radios with warranty end dates that will be covered by this contract. AJW-L800 will coordinate with AJM-313 to ensure repairs performed under each contract comply with the appropriate funding laws. According to FAA Integrated Logistic Support policies, systems must be supported by the Program Office utilizing Facilities and Equipment (F&E) funds for the first year and the remainder of the next Fiscal Year. During the Installation phase and the F&E period the Program Office is responsible to include these installations in the FAA Corporate Work Plan and prepare the proper documentation for the Transition to Operations and Maintenance (TOM) process. Once the F&E period is completed the system funding responsibility transfers to the Maintenance Support Program (MSP). This contract will provide support for the non-warranty repairs performed under MSP fund support. Authority Authority for single source procurement is provided by AMS policy section 3.2.2.4. Market Analysis A recent market survey was posted on SAM.gov (Notice ID: 6973GH-26-M-CM300350) and was open to the public from October 7, 2025, to October 21, 2025. Only two vendors expressed interest in performing the repairs. Upon evaluation, it was determined that the first vendor lacked the capability to perform radio repairs. The other vendor was initially capable, further discussions with GDMS revealed that the testing required proprietary software exclusive to GDMS. Consequently, this vendor declined to proceed with pursuing the repairs. Use of any other vendor would require extensive work to produce new work instructions and the new repair processes will require extensive qualification by OKCET and AJW-L800. It is not believed that these efforts will produce a satisfactory repair process due to the lack of intimate knowledge and access to the design and testing data owned by GDMS. Rationale Supporting Use of a Single Source The initial CM-300/350 V2 radio purchase contract (NEXCOM II) was a competitive acquisition. Source selection was based on best value to the Government. The contract was awarded to GDMS for modified Commercial Off the Shelf CM-300/350 V2 radios. GDMS continues to produce radios under this contract and for non-government customers. GDMS is the sole owner of the technical and intellectual data regarding these radios. This data is protected under current US Patents and GDMS will not share this data since it is still part of their production units and substantial sections are used in the follow on and other radio types. The reliability of these radios is of critical importance. Being the direct communication link between Air Traffic Controllers (ATC) and active aircraft. As such the safety of all passengers and crew on these aircraft depends on quality communications between the aircraft and the ATC for aircraft both in flight and on the ground/ GDMS as the designer and manufacturer of these radios is the only qualified repair source. AJM-313 Air to Ground Voice Communications Office, AJW-153 Oklahoma Communications Engineering Team (OKCET) and AJW-L800 Automation and Communications Product Group meet with GDMS regularly to discuss production, repair, and performance issues. As part of these discussions, software upgrades are produced, qualified, and installed on the radios. Since GDMS performs these upgrades as part of their repair process, they would be the only repair source that possesses the most current updates. Impact. Use of repair sources other than GDMS will require post-test and other confirmation activities, some of which would require development of processes and instructions outside the proven processes currently performed by GDMS. These processes would have to be developed without reference to any proprietary information. Specialized Expertise. As stated above, the technical and intellectual data concerning the design, manufacture and performance of the CM-300/350 V2 radios is owned by GDMS. Since this data is integral to current production units and used in potential future products as well as commercial production models, GDMS will not sell or share this data. Patents, Proprietary Data, and Unique Items. GDMS is the sole owner of the intellectual, and technical information concerning the CM-300/350 V2 radios. The radios also contain proprietary software developed and maintained by GDMS. Other Facts Supporting Use of Single Source Future acquisition efforts are in process. These are competitive acquisition efforts and may produce new contractors. In this case the new systems will utilize most likely be protected by the same protections described here by the new contractor.
