Description
The purpose of this amendment is to: Extend end date for submissions to 4:00PM, November 24th, 2025. Answer the following vendor questions: Q: Are the projects under ""Art Project Services"" the required projects under this role? Or is there room for new project development? The term of the contract is 1 year - Do I meet with students every week for 1 year, or are there certain breaks during the year? (ie summer). A: The projects listed under art project services are suggestions of what has been well received in the past. There is room for discussion about alternate projects and new project development. The classes should be 2-hour classes for a total of 48 classes. There are no summer breaks. Q: To meet personnel and security requirements, do you require complete information (e.g., name, contact, background/badging details) for all contractor personnel up front including each teaching artist and any assistants or only for the primary contractor point of contact initially, with others submitted prior to their first on-site class? A: This would be for the primary contractor initially. Q: Please confirm whether mileage and local travel are reimbursable or should be included in our fixed price, and whether the VA has a preferred mileage rate for this contract if reimbursable. A: No, there is no mileage reimbursement so this should be factored into your contract/bid. Q: May we include pre-class preparation, post-class cleanup, and outside-of-class curriculum/materials development time as allowable labor in the firm-fixed price? A: NO, the hours spent within the contract should be spent through direct facilitation with the veterans. Q: May we administer brief participant surveys to measure progress and instructional effectiveness (e.g., one at the beginning and one at the end of each month s module), and do you require monthly reporting metrics? If so, please confirm your preferred KPIs, reporting format, and any existing templates (e.g., attendance, completion, satisfaction, safety/incident log). A: Absolutely, but they should be anonymous as patient information is confidential and we cannot violate HIPPA/privacy policies. Q: Please confirm room assignments at Valor Point and the availability of secure storage for tools, consumables, and works-in-progress. A: There is a large art room on the bottom floor as well as a large dining room area and outdoor space for facilitation. As far as storage, it depends on the materials and project size. Usually there is some space to store smaller supplies and works in progress though. Q: Are there any restrictions we should observe regarding solvents, finishes, kiln usage/schedules, ventilation, or woodshop tools beyond standard safety practice, and will the VA provide site-specific SOPs we should follow? Q: What are the onboarding requirements and typical timeline (e.g., PIV/badging, background checks, privacy training, health clearances) for contractor personnel, and do these steps differ for substitutes or occasional assistant instructors? A: As of now the CDCE is not requiring badging for contracting staff that provide a minimal number of hours. The only reason we would have this staff badged is if they were a sole individual providing the services for the full contract year. For the photography module, should the contractor furnish cameras, computers, and editing software for each participant, or will the VA provide any of this equipment on site? A: The VA does not have this equipment or software for each veteran. Some software is not downloadable to our system and we may not have a comparable option. Q: For book arts, do you intend the learning objectives to focus on the physical construction of books/zines/magazines (binding, signatures, covers, layout), on creative writing/content development, or on a combination of both? If both, what is the preferred emphasis? A: The emphasis would be on the physical construction of the books. Q: What is the anticipated start date for classes (first Wednesday), and are there any holiday/blackout dates we should plan around in the 12-month rotation? A: Anticipated start date is beginning of April 2026. We can reschedule during weeks where the class would otherwise fall on a holiday to fall on a different day that week. Q: We are considering adding a mental health specialist as an additional on-site support to assist teaching artists and to better serve Veterans who might need extra support. Is this permissible, and if so, do you have minimum qualifications or credential expectations for that role? A: We already have on site mental health professionals to assist with supporting those needs. We would keep this to just one art instructor. Q: If approved by the facility, would it be permissible to incorporate aromatherapy and calming music to support creativity and focus? Specifically, would essential-oil diffusers or scented candles be allowed, and are there materials, fragrance, or open-flame restrictions we must follow? A: The items described are acceptable. No open flames are permissible, however. Q: If our administrative assistant� or lead� is also qualified to teach and occasionally covers an instructor's absence, is it acceptable for that individual to perform dual roles? For labor classification and billing, should time be recorded under only one labor category at a time, or can both categories be billed when distinct duties are performed on the same day? A: This will be assessed on a case-by-case basis. Q: Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract? A: This is a renewal of contract 36C25923P1429. Q: How will the payments be made? Once a week, once every two weeks, or once a month? A: Payment frequency is flexible and can be discussed post award. Q: Will the VA provide other materials besides the� Kiln, ceramic molds, and glazes? A: No other materials will be provided. Is the VA flexible with which day of the week the Art class can be held? The solicitation� states Wednesdays. A: Day and time are flexible. Q: For submission compliance: should we print, sign, and include all provisions and clauses listed under VAAR 852.252-70 with our quote, or only those provisions that specifically require an affirmative response or representation from the offeror? A: Only include the provisions/clauses that require a response or certification. Q: Regarding the FAR/VAAR Table 12-2 and Table 12-3 entries cited in the RFQ, do you expect copies of all prescribed provisions/clauses included in our quote package, or only those that require completion/signature? A: Only those requiring completion/signature. Q: For subcontractor documentation, are we required to attach only equal opportunity / veterans employment / subcontracting representations to each subcontractor s employment application form, or are there additional forms or certifications the VA expects? If so, please specify the complete list by form name/number. A: There are no additional requirements at this time. Q: Some of our positions do not map perfectly to the wage determination titles. For unlisted roles, do you prefer that we propose a new labor category and wage rate for consideration (conformity process), and if so, is there a specific format you would like us to use for that submission? A: NO, you cannot create new labor categories. You must utilize the closest available category/title for any that don t have an exact match.
