INDUSTRY DAY NOTICE WEST LOS ANGELES VA MEDICAL CENTER (VAMC) NATIONAL CENTER FOR WARRIOR INDEPENDENCE, LOS ANGELES, CA INTRODUCTION This is a notice for an Industry Day to be held on December 03 & 04, 2025. This notice is issued by the Department of Veterans Affairs (VA), Office of Facilities Acquisition (OFA), Office of Construction and Facilities Management (CFM) for general construction services as specified below on the West Los Angeles VAMC campus in Los Angeles, CA. The purpose of the industry day events is to gather information from the contractor community at large for the sole purpose of acquisition planning and market research. Further consideration outside of this stated purpose is not authorized and will not be further discussed. This notice does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the government to enter into a contract. Furthermore, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with Industry Day attendance or otherwise responding to this notice. BACKGROUND AND DESCRIPTION The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM) is establishing a National Center for Warrior Independence (NCWI) located at the West Los Angeles VAMC campus in Los Angeles, CA. The purpose of the NCWI is to restore the West LA campus to a thriving, veteran-centered community that promotes recovery, independence, and dignity. The Center will provide a national model addressing veteran homelessness by offering increased opportunities for Veteran housing and comprehensive services FboNoticeed in clinical excellence, trauma-informed care, and community reintegration. Seed Project/Task Order-The VA has identified several potential Design Build construction projects of varying scopes, complexities, and magnitudes necessary to complete the NCWI. The initial construction project (seed project) is the renovation to Bldg. 13 and 306 on the West Los Angeles VAMC campus. This project is the renovation of two buildings of approximately 50k sq ft combined, currently identified as contributing to the historic district. The goal is to transform the facility into the Veterans Independence Center which informs and provides ease of access to all VA Veteran benefits and services, inspires Veteran personal wellness and professional development, and provides meeting spaces and food options to the entire Los Angeles Veteran community to gather. The building will be reimagined as a vibrant, service-oriented space that honors its historical significance. Special attention will be given to preserving and highlighting original architectural features, such as the exterior façade. Unique features of the facility include narrow staircases, glazed block interior walls, equipment elevators, and two large exhaust hoods from a former kitchen. Exterior docks and other industrial elements are to be integrated or repurposed to support the building s new function while respecting its role within the historic district.� Additional work to be solicited under any resulting contract shall utilize design build methods and will include, but not be limited to general new construction, alterations, interior and exterior renovations, site-work, masonry, roofing, concrete, asphalt paving, storm drainage, environmental remediation, walks, grading, paving, drainage, mechanical and electrical work (heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical lighting, fire and intrusion alarms, communications elevators, etc.), landscaping, and necessary� removal and demolition of existing structures.� Types of projects may include, but are not limited to, commercial and institutional facilities, administrative and industrial facilities, housing facilities, childcare centers, lodges, recreational/fitness centers, retail complexes, warehouses, offices, community centers, medical facilities, auditoriums, religious facilities, manufacturing facilities, utility infrastructures, or other similar facilities.� � The Industry Day is scheduled to be held on December 03 & 04, 2025 in-person at the West Los Angeles VAMC. December 03, 2025, will consist of an overall project brief, followed by a guided walking tour of relevant campus locations. It is anticipated Day 1 will not exceed four hours total. December 04, 2025, will consist of 30 minute one on one sessions scheduled between 0800am to 1230pm. Details on meetup locations for Day 1 & Day 2 activities will be provided prior to December 03, 2025. Firms will be limited to two attendees; at least one attendee must have a technical background who can answer Government questions regarding capabilities. Registration for participation in the Industry Day is required. Please see Registration below for instructions. In addition to registering, firms are encouraged to provide a non-binding statement of interest and a capabilities statement detailing your firm s experience in major construction solicited as Design Build, and should at a minimum address the following: 1.) Please provide your UEI number, firm name, and POC (name, email, phone number).� 2.) Would you submit a proposal on this job as a prime contractor, or are you interested in subcontracting opportunities?� 3.) What is your socio-economic status.� Please list all applicable, or list large if none apply.� 4.) Please indicate any Construction experience for Design Build projects greater than $50M.� Your response shall not exceed one page and shall include the location, value, brief description, design firm, and owner POC for each referenced project.� � � 5.) With regards to Greater Los Angeles (GLA), please provide narrative indicating your familiarity with local construction practices, availability of resources, GLA forecasted construction activities both federal and not, and any other unique local factors.� � � 6.) Please provide current aggregate and available bonding capacity.� 7.) Please indicate your current company ability to staff multiple ongoing major Construction projects, to include availability of project management staff and general laborers.� 8.) Any other information you would like the Government to consider (one page limit). The email Subject must be marked with your company name followed by Industry Day, West Los Angeles VAMC. All documents should be in Microsoft Word format or Adobe Portable Document Format (PDF). The Cover Sheet should include a non-binding statement of interest, and must include: Brief description of the company; years in business Capabilities Statement, including responses to the questions above. Names of attendees (limited to 3) and contact information for each, including telephone numbers and e-mail addresses.
