- INTENT TO SOLE SOURCE The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for an IC (Ion Chamber) Profiler Beam Scanning System, including delivery, installation, and training, to support radiation therapy quality assurance (QA) activities within Radiation Oncology at the VA Ann Arbor Healthcare System. The Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to Sun Nuclear Corp, 425 Pineda Ct STE A, Melbourne, FL 32940. The associated North American Industry Classification System (NAICS) Code is 334519- Other Measuring and Controlling Device Manufacturing, and the Business Size Standard is 600 Employees. The Sun Nuclear IC Profiler Beam Scanning System is required for routine quality assurance (QA), beam tuning, and performance verification of linear accelerators (linacs) in the Radiation Oncology Department. This device will enhance the facility s capability to meet mandatory compliance standards and ensure optimal and safe treatment delivery to Veterans receiving radiation therapy. The Radiation Oncology Department requires accurate, real-time beam profile measurements for photon and electron beams, ensuring optimal operation and safety of radiation therapy equipment in accordance with AAPM Task Group recommendations. The IC Profiler shall measure beam profiles for photon and electron energies consistent with the facility s treatment equipment. The system shall include compatibility with Varian LINACs. Detector spatial resolution shall be < 5 mm. System accuracy shall meet or exceed American Association of Physicist in Medicine (AAPM) TG-142 recommendations. Engaging a different vendor would introduce the risk of incompatible components, require significant infrastructure modification, delay testing validation, and potentially interrupt clinical care. The sole source procurement of a compatible system from Sun Nuclear Corp ensures compliance, minimizes disruption, and avoids additional training costs. This notice satisfies the requirement at FAR 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 10:00 AM Eastern Time, Monday, November 24, 2025. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
