Combined Synopsis/Solicitation Notice Effective Date: 04/18/2025 Revision: 02 Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAR Part 13. This solicitation is 100% Set-Aside for Service-Disabled Veteran-Owned Small-Business (SDVOSB) The associated North American Industrial Classification System (NAICS) code for this procurement is 541519, Other Computer Related Services, with a small business size standard of $34 Million. The FSC/PSC is DA10, IT and Telecom business Application/Application Development Software As A Service. The Veteran s Integrated Service Network Contracting Office (NCO) 22 is seeking to purchase a NeuroQuant Software Service or equivalent, having the stated salient characteristics, adhering to the Statement of Work (SOW), S02 36C26226Q0107 attachment clauses and provisions. All interested companies shall provide quotations for the following: Service Refer to the S02 36C26226Q0107 document. Statement of Work (SOW) Refer to the S02 36C26226Q0107 document. Delivery shall be provided no later than 90 days after receipt of order (ARO). Refer to the S02 36C26226Q0107 document. Place of Performance/Place of Delivery Refer to the S02 36C26226Q0107 document. All quotes shall be sent to the Contract Specialist, Israel Garcia at israel.garcia2@va.gov not later than 12:00 P.M. Pacific Los Angeles on December 05, 2025 . The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following are the decision factors: Refer to the S02 36C26226Q0057 document. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.""
