- Description
- Design-Bid-Build (DBB), Fixed-Price construction contract for P215 Joint Interagency Task Force � South (JIATF-S) Command and Control Facility. The project is to construct a five-story JIATF-S C2F facility at Truman Annex, Naval Air Station (NAS) Key West, Florida. Project encompasses an operations area that includes special use space for a Sensitive Compartmented Information Facility (SCIF), Operations Center (OC), and Network Operations Center (NOC), and an administrative area divided into specified security zones. Construction includes redundant mechanical and electrical systems with backup power, antenna pad, loading service areas, information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, and Energy Monitoring Control Systems (EMCS) connection. Facility will be built to withstand Category 5 hurricane wind loads and category 1 Storm Surge, to resist coastal corrosive environment, and be built above the floodplain level. Communication and Server rooms will be served and supported by dedicated redundant computer room air-conditioning (CRAC) units and will have dedicated pre-action systems with a clean agent fire suppression system. Sustainability and energy enhancement measures are included. Competition Requirements: Unrestricted basis, under full and open competition. Procurement Method: FAR Part 15, Contracting by Negotiation. Type of Contract: Firm-Fixed Price The NAICS code for this construction solicitation is 236220 with a size standard of $45,000,000. Project Magnitude is between $250,000,000 and $500,000,000. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Large business concerns are required to submit a subcontracting plan prior to award of the contract. A Site Visit will be held for those offerors chosen to participate (exact date and time will be specified in the solicitation). Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). This will be an electronic solicitation, which can be downloaded from Sam.gov Opportunities at https://sam.gov/. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. Offerors are responsible for checking the Sam.gov website for the solicitation and any subsequent amendments that may be issued.
