THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT DISCLAIMER 1. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. 2. The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this RFI In Accordance With (IAW) FAR Part 15.201(e). SOURCES SOUGHT DESCRIPTION 3. This is NOT a solicitation announcement. This is a RFI/sources sought only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 236220. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. 4. The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following: The KCVA has a requirement for miscellaneous general construction supplies such as plumbing supplies, HVAC supplies, electrical supplies, and materials in support of various medium to large renovations and new projects on an as needed basis. These projects vary in size from smaller scale to larger multi-phased renovations, new construction projects and Move Committee projects. These are for multiple areas within the KCVA Medical Center and/or surrounding Center Based Out-patient Clinics (CBOC). Projects listed below are subject to change due to priority needs of the Medical Center and surrounding CBOC s. 589-24-999 Miscellaneous Construction Projects 589-24-998 Move Committee Rooms Along with the procurement of these materials, the contractor will be expected to properly deliver, track material purchases and deliveries, and verify delivery. This includes: Be involved in construction meetings when asked. Provide product recommendations or in-lieu of of common materials for the construction team. Provide visual graphs and reports of the material tracking. Material purchase verification Material delivery verification End user support/tracking. Complete material documentation Material and Supply Procurement The material required for each of the projects will be determined and will be ordered as a delivery order against the established BPA. Once the material is purchased, the contractor and KCVA will coordinate to review and finalize all orders to determine the location needs of all the products. Additionally, the contractor shall coordinate with the KCVA Construction Team and ensure that the Construction Team knows all the delivery times, methods, and other requirements that the Contractor needs to provide the materials. Once the material order is finalized and the product is ordered, the contractor will coordinate with the KCVA Construction Team to schedule the delivery. As a part of the supply purchase and tracking, the vendor should provide a standard spreadsheet and project schedule tracking to the construction team to aid in visualization of the current and next phases of material tracking and purchase trends. A summary of what should be provided during the current and next phase is below: Microsoft Excel for material tracking. Delivery The contractor shall meet with the Construction Supervisor, who is the COR and the KCVA Site Superintendent, or their designee in order to review and finalize the delivery schedule. Delivery of the material shall be arranged according to the phasing and schedule of the renovated or new construction projects. Supply and material may not be delivered and stored at the KCVA earlier than 2 weeks before the scheduled delivery date. The contractor shall provide all equipment, labor and material necessary to deliver all the ordered supply and material identified in this SOW. All supply and material shall be delivered to a designated area at the medical center. Material/Supply Definitions (Construction) Wall Insulation Cavity wall insulation is used to reduce heat loss through a cavity wall by filling the air space with material that inhibits heat transfer. This immobilizes the air within the cavity (air is still the actual insulator), preventing convection, and can substantially reduce space heating costs. Acoustical Ceiling A ceiling covered with or built of material with special acoustical properties. LVT (Luxury Vinyl Tile), which offers 3D printing technology which adds depth and realism, durability, with a high-performance wear layer to a vinyl tile product. COVE BASE Cove base tiles are usually used at the base of tiled walls in lieu of tile baseboards, to create a seamless and watertight transition between the wall and the floor. Handrail/Crash rail Thick protectors that extend horizontally along a wall to prevent carts, light machinery and personnel from causing damage during daily operations and maintenance. Terrazzo Base Terrazzo is a composite material, poured in place or precast, which is used for floor and wall treatments. Gypsum Board Wallboard with a gypsum plaster core bonded to layers of paper or fiberboard; used instead of plaster or wallboard to make interior walls. D.1: Material/Supply Definitions (Electrical) Lights General lighting is intended to assist medical personnel during a normal day-to-day operation by illuminating a local area for patient care or hospital services. Can be for normal or emergency power. Electrical Supply Healthcare Electrical System Requirements; Non-essential (or normal) electrical system. These non-essential or normal loads include things such as: general lighting, general lab equipment, non-critical service equipment, patient care areas, etc. These loads are not required to be fed from an alternate source of power. Communication, Fire alarm, Security, and Nurse Call Communication systems are the informational technology infrastructure to help provide health care services. A fire alarm system has a number of devices working together to detect and warn people through visual and audio appliances when smoke, fire, carbon monoxide or other emergencies are present. Security alarms can be integrated to properly notify all personnel during an emergency. Nurse call systems can be defined as an electrically operated system which enables the patient to summon a nurse from a duty station or a bedside station. D.2: Material/Supply Definitions (Plumbing-HVAC) Lavatory Fixtures Permanently installed and connected to a water supply and drainpipe, where you can wash your hands and face. Plumbing Pipes Plumbing is any system that conveys fluids for a wide range of applications. Waste Line Fittings These fittings are used in plumbing to manipulate the conveyance of water, gas, or liquid waste in domestic or commercial environments, within a system of pipes or tubes. HVAC Heating, ventilation, and air conditioning (HVAC) is the technology of indoor and vehicular environmental comfort. Hydronic Parts Hydronics is the use of a liquid heat-transfer medium in heating and cooling systems. ... Historically, in large-scale commercial buildings such as high-rise and campus facilities, a hydronic system may include both a chilled and a heated water loop, to provide for both heating and air conditioning. VAV Variable air volume (VAV) is a type of heating, ventilating, and/or air-conditioning (HVAC) system. VAV systems vary the airflow at a constant temperature 5. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies that fulfill the requirement. If you are interested, and are capable of providing the sought out products, please provide the requested information as well as the information indicated below. Failure to respond to all questions in this sources sought will determine the interested party as non-responsive which may affect a set-aside decision for a resulting solicitation. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: a. Please provide your UEI number. b. Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)? c. Is your company considered small under the NAICS code identified under this RFI? d. If you are identified as a SDVOSB/VOSB or SB, identify how you intend to meet the requirements found in the limitations on subcontracting FAR or VAAR clauses. (providing 51% of the work outlined in section 4 above) e. Does your company have an FSS contract with GSA, VA NAC, NASA SEWP, or any other federal contract, that can be utilized to procure the requirement listed above? If so, please provide the contract number(s). f. Please submit your capabilities that show clear, compelling, and convincing evidence that you can meet the requirement described above. 6. Responses to this notice shall be submitted via email to Leslie Ross at Leslie.ross2@va.gov. Telephone responses shall not be accepted. Responses must be received no later than Thursday, December 4th, at 10:00 AM CT. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this sources sought. Responses to this sources sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
