SOURCES SOUGHT FOR: Frequency Converter and Installation (FA561326S0003) THIS IS A MARKET RESEARCH/SOURCES SOUGHT NOTICE SEEKING INFORMATION ONLY.THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY SEEKING RESPONSES IN ORDER TO DETERMINE PARTICIPATION IN THIS ACQUISITION. THIS IS NOT A SOLICITATION/REQUEST FOR PROPOSAL. THIS SHOULD NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT, NOR DOES IT RESTRICT THE GOVERNMENT TO A PARTICULAR ACQUISITION APPROACH OR OTHERWISE REIMBURSE RESPONDENTS FOR ANY COSTS INCURRED IN PREPARATION OF A RESPONSE TO THIS NOTICE. 1.0 Requirement Description: This is an intended procurement for the delivery, installation, and commissioning of a containerized 50/60 Hz frequency converter system to support mission-critical operations to support the Kapaun Delta Base restricted area (Cornbread power sub-station, Germany). The system shall provide continuous and stable 60 Hz output power required for U.S. equipment and infrastructure operating in a host-nation 50 Hz environment. In addition to the power conversion system itself, the Government requires a complete, turnkey solution including all necessary materials, labor, installation support, and commissioning activities. The Contractor shall provide all cables, connectors, hardware, controls, and integration components required for full system installation, along with delivery to the referenced location, on-site commissioning by an Original Equipment Manufacturer (OEM)-certified technician, and operator training following system handover. 2.0 Requirement Specificificaitons: See the Performance Work Statement (PWS) attached. 2.1 Frequency Converter: The contractor shall furnish one (1) frequency converter 50/60 Hz meeting or exceeding the following: - Input Voltage: 400 / 50 V - Input Frequency: 50 Hz - Output Power: 600 kVA / 480 kW - Output Voltage: 208 V (Ph/Ph) / 120 V (Ph/N) - Output Frequency: 60 Hz - Installed inside container; Included OEM accessories: - Control cabinet (IP 43) - Control cabinet heater - I/O card with 6 relays 2.2 Installation: The frequency converter shall be mounted into the appropriate outdoor container. The contractor shall install all required electrical components required to properly operate the unit. This includes but is not limited to wiring, conduit (all wiring shall be in conduit), circuit breakers, disconnects, junction boxes, etc. Contractor is responsible for immediate testing and verifying fully operational unit following connection to ensure proper function. 2.3 Containerized Enclosure: The Contractor shall furnish a fully equipped container enclosure with: - MGS switchgear -MGS converter -Dimensions: Approximate dimensions: 8000 x 2500 x 2900 mm --C5-M corrosion protection - 80 mm rock wool insulation - CO? extinguisher, emergency lamp, hearing protection - Electrical cabling, lighting, sockets, standstill heating 2.4 Electrical Installation: Control and power cabling within the container system and cables connecting sub-station to frequency converter - MGS switchgear 2.5 Ventilation system: - Weatherproof grilles with animal protection - Motorized louver inlet/outlet dampers - Winter recirculation flap 2.6 Materials and Installation: The Contractor shall provide all materials required for complete installation, including but not limited to: - Power and control cables - Connectors, conduits, grounding materials - Hardware, fittings, brackets - All tools, labor, and integration components 2.7 Commissioning: Upon completion of installation services, the contractor shall test the frequency converter and controls, in the presence of Government personnel. If any component of the system does not function properly, the contractor shall make necessary adjustments/repairs at no additional cost to the Government. The Contractor shall perform commissioning in accordance with OEM protocol, including: - OEM technician onsite for two days - Max 10 hours/day including travel - Full operational testing and verification - System handover upon successful commissioning 2.8 Frequency Converter Training: Upon completion of installation services, the contractor shall test the frequency converter and controls, in the presence of Government personnel. If any component of the system does not function properly, the contractor shall make necessary adjustments/repairs at no additional cost to the Government 2.9 Government Personnel Training: The contractor shall provide start-up and operational training and provide at least 2 copies of manufacturer's user manuals to the designated Government point of contact (POC) identified at time of award. Operator training shall include: - Operations overview - Safety procedures -Basic troubleshooting 2.10 Shop Drawings: The Contractor shall deliver all components to the Cornbread Power Supply Sub-Station, Kapaun Delta Base (Incoterms 2020), including packaging for truck transport and off-loading coordination. 2.11 Warranty: The contractor shall provide Government personnel with equipment warranty (12 months) and documentation upon installation completion. 3.0 Required Delivery: No later than 23 October 2026 to the Cornbread Power Supply Sub-station, Kapaun Delta Base, Germany (INTERESTED VENDORS SHALL SEE ATTACHED PWS FOR ADDITIONAL IMPORTANT INFORMATION REGARDING THIS INTENDED PROCUREMENT) 4.0 The anticipated NAICS Code is 335999, ALL OTHER MISCELLANEOUS ELECTRICAL EQUIPMENT AND COMPONENT MANUFACTURING This Sources Sought is issued solely for information and planning purposes only and is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any services. Responses to this sources sought are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this sources sought should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this sources sought. All costs associated with responding to this sources sought will be solely at the responding party's expense. The information provided in this sources sought is subject to change and is not binding on the Government. Please carefully review the attachments and respond according to the directions stated below. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area of expertise, certification, authorization and experience to compete for this acquisition.
