Description
The BlueGrass Army Depot in Richmond Ky is looking for a contractor that can provide maintenace and repair service to its generators see below or attached statement of work dated 9 Sept 2025 and read in its entirety. This will cover a 12 month Base Year and 2 additional option Years starting on 01 February 2026. Selection will be based off LPTA, resume, experience, past performace and the ability to provide technician(s) close enough to respond to an emergency remain in effect We highly suggest attending a site visit to be sure that vendor�s who present an offer understand the size and scope of the effort. The scheduled site visit will be conducted on 05 Jan 2026 at 1400. STATEMENT OF WORK BLUE GRASS ARMY DEPOT GENERATOR MAINTENANCE & REPAIRS The Contractor shall provide all labor, materials, equipment and supervision required to perform maintenance and repairs for various makes and models of generators (includes all aspects of the generator operation and natural gas/diesel/propane engines) and uninterruptable power supplies (UPS) at the Blue Grass Army Depot (BGAD) in accordance with the following: ANNUAL GENERATOR SERVICE Generator sets are to have one PM (preventative maintenance) service performed per year at 12-month intervals. Manufacturer warrantee/minimum requirements are those stated for each generator make and model. Contractor shall follow the stated operations and maintenance recommendations advertised for each individual generator. Evaluation of the contractor�s performance against these manufacturer recommendations will be made by monthly quality assurance checks and noted in the overall operational performance over the life of the contract. Each generator set is to have a compete inspection to include measurement of output and a written report submitted to the Contracting Officer after each annual inspection. Additionally, the Contractor shall provide maintenance records for all services provided for each generator, portable generator, and UPS/UBS system annually. Report is due no later than 15 days after service and/or inspection of each generator, the contractor shall provide any reports, a list of recommended repairs, if any, and the estimated cost of the proposed repair. No repairs, excluding requirements identified in scheduled services, may be performed without prior approval from the Contracting Officer/COR. The first annual service shall commence within 30 days of contract award and be completed no later than 60 days from contract award. The following annual service provided the option year is exercised shall be conducted one year after the original plus or minus 15 days from the date of the first annual service. See the �Generator List� for location, size and type of generator. Annual service shall include engine oil and filter change, fuel filter change, changing the antifreeze with a mixture that ensures protection to -25�F, lubricating all lube points, load test of battery, adjusting all belts, inspecting hoses, replacing any necessary hoses, clean and service batteries, check voltage and record, check battery charger, check engine heater, block heater hoses and check for any leaks. Contractor shall also test run generators under load for 30 minutes for those denoted �Load Test� on the generator list. For all non-portable generators, the building to which each generator services will suffice as the load bank for testing. Load testing of generators shall only be performed on a Friday during the work week. No other day is authorized to have load tests performed without prior approval from the Contracting Officer/COR. Annual service shall also include inspection of automatic transfer switch, voltage sensors and condition of trickle charger. Contractor shall inspect automatic transfer switch to verify generator is performing a weekly self-test properly. Gas pressure on LPG and NG units shall be checked along with cleaning regulator and vents during the annual service. Changing the coolant filter and flushing the cooling system shall be performed once every two years during the length of the contract. Contractor shall ensure that the transfer to backup power will occur. The total amount of time allocated to complete annual services once the cycle has begun is 30 days. GENERATOR BATTERY CHANGES Throughout the duration of the contract, the contractor shall replace all generator batteries that are more than 3 years old (as determined from the battery�s identifying information/data plate) with a new heavy duty battery in kind. Contractor shall submit battery specifications to the Contracting Officer/COR for approval prior to installation to ensure this requirement is met. The labor and materials for replacing/changing batteries shall be charged against the time and materials line item of the contract. The contractor shall be responsible for the proper disposal of all batteries changed as a result of this contract. All old batteries shall be properly removed from Blue Grass Army Depot. No batteries or hazardous materials may be stored on the installation. The Contractor shall provide environmental, health and safety training to ensure compliance with all federal, state, local and installation laws or regulations. Contractor shall also provide to the Contracting Officer/COR all MSDS sheets regarding all chemicals/materials to be used in conjunction with this contract upon contract award. The Contractor shall coordinate the dates services are scheduled in advance with the Contracting Officer/COR. Preventive maintenance services will be conducted during normal hours of operation, whenever possible. The generators covered by this statement of work are listed on the attached worksheet (See Appendix A). An additional line item is included for breakdown repairs (time & materials) which are not considered a part of routine preventive maintenance. There is no minimum amount guaranteed, only actual expenses and time may be billed under this line item and the contractor must supply documentation for labor and materials charged against this line item with their invoice. AUTOMATIC TRANSFER SWITCH (ATS) TESTING ATS testing is required at a minimum every 3 months and during major testing/servicing of each generator. Contractor shall note each testing date and result on the corresponding monthly report. GENERATOR SELF-EXERCISES Generators are currently programmed to exercise every two-weeks. Contractor shall ensure that each generator self-exercises according to the pre-programming. Contractor is responsible for changing dates and times of programmed self-exercises upon the request of the COR/Contracting Officer. As a rule of thumb, the dates and times of programmed self-exercises should occur on non-standard work days and/or off-hours. GENERATOR REPORTING The Contractor shall provide to BGAD Contracting monthly generator reports providing hour meter readings from the non-resettable hour meter on each unit as well as the date and time that each reading was recorded. Monthly reports are required for all installation generators and portable generators. Portable generator readings shall be reported regardless of whether they are in service or not. These inspection reports shall be submitted to the Contracting Officer located in building S- 14. The Contractor shall provide to BGAD Real Property Specialist (located in building S- 14) annual generator condition ratings, formally called �Infrastructure Status Reports (ISR)�. Annual condition ratings for all generators (excluding portable generators) shall be submitted in accordance with the ISR rating guidelines provided by the Real Property Specialist. The Contractor shall provide monthly air quality service reading reports for submission to the Environmental Protection Agency (EPA). Contractor shall submit all air quality reports to the BGAD Environmental Division of the Directorate of Public Works (DPW) located in building S-14. PORTABLE GENERATOR MONTHLY SERVICE Portable generators shall be inspected, test-started and load-tested once a month with an annual service of once per year. Monthly inspections shall include assuring all of the fluid levels are correct, that batteries are in good working condition and fully charged, and all generator systems are functioning correctly. Monthly load tests can may be accomplished at the DPW Storage Yard electrical connection terminals, where portable generators are stored when not in service. Annual service shall be accomplished at the location the generator may be in use on the installation. ROUTINE/URGENT/EMERGENCY REPAIRS Should a generator or UPS system experience mechanical/electrical failure, the Contracting Officer/COR will determine whether the repair of the failed generator or UPS system is routine, urgent or an emergency. If repair of the failed generator or UPS system is considered routine, the Contractor will be notified and shall be on-site within 3 days from the day of notification to repair the equipment. If repair of the failed equipment is considered urgent, the Contractor will be notified and shall be on-site within 24 hours to make repairs. If repair of the failed generator or UPS system is considered an emergency the Contractor will be notified and shall be on-site within 2 hours to repair the generator or UPS system. Contractor shall maintain a record of all repairs for each generator/UPS system. Records of repairs shall be submitted annually to BGAD Contracting in conjunction with the annual reports. SCHEDULED MAINTENANCE Contractor is to provide Contracting Officer/COR with a minimum 24-hour advance notice prior to performing scheduled services. GENERATOR TECHNICIAN MINIMUM CERTIFICATIONS At a minimum, the contractor shall employ at least one certified master electrician to service installation generators and UPS systems. Non-master electrician technicians are allowed to service generators and UPS systems under the supervision of at least one certified master electrician. Contractor must provide documentation that at least one technician has a residence with 1 hour and 30 minutes driving distance at the legal speed limit of the BGAD main gate in order to meet the emergency response requirement. UNINTERRUPTABLE POWER SUPPLY (UPS) SERVICES Contractor shall inspect each UPS quarterly. During quarterly inspections, the Contractor shall check for any alarms and/or faults and make necessary repairs. Contractor shall check filter conditions and change as needed, at least once annually. Contractor shall replace all UPS batteries at least every 3 years, or as needed, with the exception of the UPS located at Gate 12. Battery changes for the UPS at Gate 12 are required at least every 5 years. CURRENT INVENTORY: The current inventory of generators and UPS systems is attached in a separate file.
