- DRAFT ** This is a DRAFT RFP for the Fuel Systems and Aerial Refueling Lab Winch and Test Track. Questions will be accepted up to closing date of this Draft RFP and will be answered no later than three days after the closing date. This Draft RFP is issued for informational purposes only. The Government will not consider any offers submitted in response to this request. No funding is available to reimburse respondents for the preparation or submission of information. Participation in this process is strictly voluntary, and no basis for a claim against the Government shall arise from a response to this announcement.
